HomeMy WebLinkAbout17702 - RESOLUTIONS - 12/4/1991 RESOLUTION NO. 17702 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, OPPOSING ANY EXPANSION OF THE SPHERE OF INFLUENCE OF AND PROPOSED ANNEXATION BY DESERT HOT SPRINGS AS PROPOSED IN LAFCO CASE #91-42-4 . WHEREAS the City of Palm Springs has made public its intentions of working with various interested property owners including wind energy development in an area outside any current sphere of influence of any jurisdiction as well as areas within the spheres of Desert Hot Springs and Cathedral City; and WHEREAS the City of Palm Springs has been underway with environmental studies since early in 1991 to fully document all pertinent environmental issues effecting an identified study area including existing sphere of influence of Palm Springs, Desert Hot Springs and Cathedral City as well as areas not within any approved y sphere of influence; and + WHEREAS only a complete Environmental Impact Report for a planning effort of this scope will provide decision makers with the background necessary to make informed decisions; and WHEREAS the City of Desert Hot Springs has attempted to circumvent this study without preparing any detailed studies to support a change to its General Plan, and without the support of significant property interests; and r WHEREAS the City of Palm Springs is expending significant resources in its effort to fully apprise LAFCO, property owners, residents, registered voters and the general public of the issues involved with annexation. NOW THEREFORE BE IT RESOLVED that the City of Palm Springs, California, is requesting that LAFCO reject the sphere of influence amendment applications and proposed annexation by the City of Desert Hot Springs as premature and without the necessary basis of environmental and other planning studies that may support or rebut the application.
