OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
r CALIFORNIA, ENCOURAGING THE APPOINTMENT OF EDWARD
JOSEPH TO THE MARTIN LUTHER KING, JR. FEDERAL
HOLIDAY COMMISSION' S NATIONAL LAW ENFORCEMENT
INVOLVEMENT COMMITTEE AND PROVIDING UP TO $6, 000
FOR TRAVEL EXPENSE REIMBURSEMENT.
WHEREAS, Edward Joseph, who currently serves as Chairman of
the Rent Review Commission of the City of Palm Springs, has
been recognized by Coretta Scott King, Chairperson of the
Martin Luther King, Jr. Federal Holiday Corporation, for his
sensitivity and awareness of the many and various issues
facing American youth of today; and
WHEREAS, Mr. Joseph demonstrated his support and interest to
the endeavors of the National Law Enforcement Involvement
Committee by attending the 1991 MLK, Jr. Information &
Planning Conference; and

WHEREAS, Mr. Joseph not only attended but provided financial
support for a young man from the Desert Highland Unity Center
in Palm Springs to attend the MLK, Jr. Fourth Annual National
Youth Assembly in Philadelphia, held in August 1991, for the
purpose of exploring nonviolent approaches to the youth-
oriented issues related to justice, health and education; and
WHEREAS, as a result of Mr. Joseph's membership on said
committee, he would become a resource available to provide
awareness training to law enforcement and other city employees
in dealing with youth and minority health, education and law
` enforcement issues; and
WHEREAS, the City Council finds that Mr. Joseph' s membership
on said Committee will be of further benefit to the City of
Palm Springs because of the Committee's work with local law
enforcement agencies and schools to develop programs to deal
with youth problems in a nonviolent manner.
NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Palm Springs, California that Mr. Edward Joseph be
encouraged to pursue the Holiday Corporation's request for his
appointment to the MLK, Jr. Federal Holiday Commission' s
National Law Enforcement Involvement Committee and to work
with local law enforcement and education agencies in
developing programs that such agencies may consider to carry
out the goals of the Commission and that up to $6, 000 be
M provided for Mr. Joseph's travel expense reimbursement in
connection with such appointment.
