]RESOLUTION NO. 17577 '
OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNI'A, SETTING FORTH REVIEW
COMMENTS OF THE CVAG DRAFT SOURCE REDUCTION AND
RECYCLING ELEMENT AMID THE CVAG HOUSEHOLD
HAZARDOUS WASTE ELEMENT.
WHEREAS, in September of 1989, the California Integrated Waste Management Act
(AIB939) was signed into law and
WHEREAS A➢939 requires each City to prepare a Source Reduction and Recycling
Element (SRRE) with goals of 25% waste diversion by the year 1995 and 50%
Waste Diversion by the year 2000; and
WHEREAS AB 2707 was adopted, later, to require that a separate Household
Hazardous Waste Element (HHWE) be developed; and
WHEREAS the Coachella Valley Cities, under the auspices of CVAG and with the
assistance of CHZM Hill, consultants, have developed a set of documents to
meet the legislative mandates; and
WHEREAS the City Council has held a public hearing to receive public input on
the draft SRRE and Draft HHWE; and

WHEREAS the City Council has received the report of the Palm Springs

Recycling Advisory Committee,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
California, as follows:
Section 1. In addition to the implementation philosophies outlined in the
SRRE and HHWE, the following shall apply during implementa-
tion: 4
A. All source reduction and recycling activities should be r
conducted as a cost-covering enterprise. +
B. Education and public information activities are the .-
cornerstone to successful public participation. The City
will cooperate with regional efforts, but, will also
proceed (independently, when necessary) to maintain an +
aggressive effort. r
C. Yard waste constitutes such a high percentage of the waste rt.
stream (17%) that composting as a source reduction and r
recycling strategy should be given a high priority.
D. Particular attention needs to be given to identify
incentives for businesses who share waste containers to
reduce waste through source reduction and recycling.
Section 2. Staff is hereby directed to provide the following amendment
information to CH2M Hill for inclusion in the SRRE:
A. P'5-4: 5.2. 1, 14: Delete the words "and to file these
with CVAG on a voluntary basis. " It is the opinion of
Staff and the Committee that such a voluntary filing is
meaningless and would create unnecessary administrative
expenses. Those businesses which desire to participate �� y
will do so, and filing of a written plan will not enhance
participation.

B. P10-5: Table 10-3: Correct the Service Fees for Palm
Springs to read:
"Residential $2,373, 330
Commercial/Industrial $3,642,724"
C. Volume 2, Part II, City-Specific Information Palm
i Springs, Funding (pages not numbered) : Delete the last
three sentences of Paragraph 2, and substitute the
following:
"Palm Springs has adopted the philosophy that all
recycling and source reduction will be operated
as a cost-covering enterprise. Revenues to this
recycling enterprise fund are derived from three
sources: Material Sales, Landfill Savings from
_y Diversion, and User Fees. Future improvement in
material revenues will provide funds for
" additional or expanded programs. "
D. Volume 2, Part II, City Specific Information, Palm
Springs, Funding (pages not numbered) : Amend the New
