A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, REQUESTING A TIME EXTENSION FROM
THE STATE OF CALIFORNIA OFFICE OF PLANNING AND RESEARCH
FOR REVISIONS TO AND ENACTMENT OF THE CITY'S GENERAL
PLAN.
WHEREAS the City of Palm Springs, as required by the State of California,
has adopted a general plan as the official statement, of local policy
regarding its development; and
WHEREAS the Land Use, Circulation, Conservation, Open Space, Noise and
Safety Elements of that plan are in the process of being revised because of
new requirements since the plan was adopted or because of changes in the 10
social, physical and economic characteristics of the City; and
WHEREAS the City is considering the annexation of a significant area to the
north of the existing corporate boundary which will necessitate a review of
the General Plan; and
WHEREAS the Housing Element is current, adopted by the City in 1989 and
certified by the State Department of Housing and Community Development; and ,
WHEREAS the City has initiated a comprehensive General Plan Revision for
which a draft goals and policies report is being prepared and consultants
have been retained for the purpose of providing technical information,
with the completion date tentatively scheduled for December 1991 ; and
WHEREAS additional staff has been authorized by the City Council to support
the General Plan Revision effort and such staff is currently in the process
of being selected; and
WHEREAS the City is in need of required information from the Coachella
Valley Association of Governments regarding traffic relative to the City's
planning area, and, as of this date, all of the new information is not
available, and the information directly relates to the General Plan
requirements applicable to the City of Palm Springs; and
WHEREAS the General Plan Revision process has progressed to a point whereby
the City can promulgate interim standards for development; and
WHEREAS the major projects being proposed for and by the City of Palm y
Springs are consistent with such interim standards; and
WHEREAS a time extension would promote the timely preparation and adoption
of a new General Plan in that it would allow the City to devote its limited
staff resources and budget monies for these tasks.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm
Springs hereby requests that the State of California Office of Planning and ,
Research (OPR) grant a one—year time extension for the revision and
adoption of the General Plan as set forth in the request for General Plan
Extension attached hereto.

BE IT FURTHER RESOLVED that during the period of the extension, the City of
Palm Springs will follow the policies set forth in Exhibit A, attached
hereto and incorporated herein, in regulating development in the City of
Palm Springs, especially those projects set forth in Exhibit B, also
attached hereto and incorporated herein, until the revision to the General
Plan is adopted.
