OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CAL-
IFORNIA, AUTHORIZING STAFF TO TAKE STEPS NECESSARY
AND PREPARE DOCUMENTS NEEDED TO RELOCATE THE "RODEO
RIDING/TRAINING FACILITY" FROM THE LAS PALMAS EQUES-
TRIAN CENTER TO A 10 ACRE SITE FRONTING ON MESQUITE
AND ADJACENT TO THE WASTEWATER TREATMENT PLANT; AND
TO MAKE THOSE FACILITIES AND THAT 10 ACRE PARCEL
AVAILABLE TO A PRIVATE INDIVIDUAL OR GROUP INTERESTED
IN FUNDING AND OPERATING AN EQUESTRIAN BOARDING
FACILITY, PURSUANT TO AN RFP PROCESS, ON A TEMPORARY
BASIS FOR 2 YEARS, WITH A POSSIBLE 2 YEAR EXTENSION,
SUBJECT TO CITY'S RECEIPT OF A SIGNED AGREEMENT
BY JUNE 15, 1991, AND SUBJECT TO APPROVAL OF A CONDI-
TIONAL USE PERMIT FOR THE PROJECT BY APPROXIMATELY
NOVEMBER 1991.
WHEREAS the City Council desires to enhance the local economy
and provide additional golf opportunities for its citizens by
building an 18 hole expansion to its golf course,; and
WHEREAS it is in the best interest of the community for that
project to be completed for a December 1992 opening; and
WHEREAS the City Council has already purchased the Equestrian
" V's leasehold interest in the Las Palmas Equestrian Center in
order to utilize that site for the 18 hole golf course expan-
sion project; and
WHEREAS the equestrian facilities, located on that site, now
belong to the City and need to be removed prior to December
when construction of the golf course expansion is scheduled to
begin; and
WHEREAS the Council would ultimately like to see the entire
equestrian facility relocated to the South Palm Canyon area,
however, that project could take several years to accomplish
and would not meet the City's December relocation date; and
WHEREAS the City desires to continue to support equestrian
activities within the community; and
" WHEREAS the City has tried, but it has been unable to locate an
acceptable site to accommodate long-term equestrian purposes
adjacent to riding trails, out of the harsh windy area, removed
from residential neighborhoods, available on a long-term basis,
and within a reasonable price range; and
' WHEREAS the City Council desires to continue a similar and mut-
ually beneficial relationship of providing for the community's
equestrian needs under the management and direction of a pri-
vately funded and operated equestrian facility; and
WHEREAS the City owns an approximate 20 acre parcel of land on
the southeast corner of Mesquite Ave. and Vella RD, which is a
portion of property held for the expansion of the wastewater
treatment plant which expansion is not anticipated within the
next 4 years; and

WHEREAS the City desires to make approximately :L0 acres of that
property, fronting on Mesquite Ave. , available to a private
individual or group on a temporary basis for 2 years, with a
potential one time only 2 year extension option, for a rodeo
and boarding/training facility; and
WHEREAS the City desires to make the rodeo and boarding and
training structures and equipment available to a private indi-
vidual or group interested in managing and operating an eques-
trian rodeo and boarding/training facility, pursuant to an RFP
process; and
WHEREAS the City Council is willing to authorize_ staff to pro-
ceed with work required for the relocation project prior to
receiving and/or awarding a contract resulting from the RFP
process, provided that specific conditions are agreed to in a
signed agreement from an individual or group, thus limiting the
City's financial exposure if those conditions are not met; and
WHEREAS the City Council wishes to have a Request For Proposal 1
(RFP) prepared and distributed to solicit the highest and best
private individual or group to fund and operate a rodeo and
boarding/training facility on an approximate 10 acre wastewater
treatment plant parcel fronting on Mesquite Ave. and adjacent
to the wastewater treatment plant on a temporary basis.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Palm Springs, California, as follows:
Section 1. Subject to the conditions stated below:
A. That staff is authorized to take steps necessary
and prepare documents needed to relocate the Las
Palmas Equestrian Center rodeo and board-
ing/training facilities, on a temporary basis, to a
10 acre site fronting on Mesquite Ave. , adjacent to
the wastewater treatment plant, and offer those
facilities and site to a private individual or
group interested in funding and operating an eques-
trian rodeo and boarding/training facility for 2
years, with a possible one time only 2 year exten-
sion option, pursuant to an RFP process.
B. That the City pay the cost of moving the Equestrian
Center.
C. That staff include Equestrian members in the: relo-
cation design process.
Section 2 . That the authorizations contained in Section 1 above
are conditioned on the City having received a signed
agreement from an individual or group to:
A. Enter into an agreement by June 15, 1991 to operate
the Las Palmas Equestrian Center, from June 15,
1991 through the date of the completion of the
rodeo and equestrian boarding/graining facility
relocation, at no cost to the City„
B. Submit a complete and signed proposal to the City's
Equestrian Facility Operation RFP to operate the
relocated facility, at no cost to the City, by Sep-
tember 1, 1991. The RFP shall contain a contract

which shall include but not be limited to the fol-
lowing requirements:
a. To operate the relocated equestrian facility at
no cost to the City for 2 years at a minimum,
plus an additional 2 years, under a one time
only 2 year extension option.
b. Provide the City with a renewable letter of
credit in the amount of $150, 000, to protect
the City against any default of the contract,
renewable annually and renewable at the time
I ' the 2 year extension option is exercised.
C. Commit to 1) work on securing a long-term site
" and funding to relocate the entire equestrian
center facility to the South Palm Canyon area,
and 2) relocating that facility by December
i ' 1995.
r Section 3 . That the authorizations contained in Section 1 above
are conditioned upon a conditional use permit being
granted for the proposed equestrian uses on the pro-
posed wastewater treatment site.
Section 4 . That in the event a conditional use permit is not
approved for the project by approximately November
1991, or the City has not received, by June 15, 1991,
a signed agreement from an individual or group, the
authorizations granted in Section 1 through 3 above
shall become null and void and staff is authorized to
take steps necessary and prepare documents needed to
relocate the "rodeo facility" from the Las Palmas
` Equestrian Center to the most northerly 5 acre portion
of the reconfigured McCallum Preserve and Equestrian
Center site, north of the Tahquitz Wash, before Decem-
ber 1, 1991 and surplus unused boarding/training struc-
tures and equipment.
