` OF THE CITY COUNCIL OF THE CITY OF PALM
, . SPRINGS, CALIFORNIA, ESTABLISHING A
VILLAGEFEST STREET FAIR, ADOPTING REGULATIONS
AND AMENDING THE BUDGET.
WHEREAS, for some time, the City Council has been interested in
having a street fair take place each week in downtown; and
WHEREAS, a street fair would increase activity in the central
business district and, eventually, might even expand tourism by
extending visitors ' weekend stays; and
WHEREAS, the City Council has requested the Community Services and
Promotions Department to launch the program; and
WHEREAS, a pilot program called the Palm Springs VillageFest will
begin February 28 , 1991 along Palm Canyon Drive from Arenas to
Baristo, with possible expansion northward later; and
WHEREAS, the event will enable holders of a Palm Springs business
license to rent spaces in the VillageFest to sell handcrafted
items, food, produce, collectibles and other specified products;
and
WHEREAS, a set of guidelines has been developed for the street
fair; and
WHEREAS, the Council desires that staff take the necessary steps to
create the VillageFest; and
WHEREAS, in order to establish fees for participants in the
VillageFest, the City Council desires to amend the Comprehensive
Fee Schedule, which was adopted by Resolution 16319 ,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Palm Springs:
Section 1: That the City staff is authorized to take action
creating the Palm Springs VillageFest street fair;
Section 2 : That Resolution 16319, as amended, establishing the
Comprehensive Fee Schedule, is further amended by
adding the following:
DEPARTMENT OF COMMUNITY SERVICES AND PROMOTIONS
VILLAGEFEST - Weekly Permit Fees
Food Producers/Vintners $20. 00
Cart Vendors (flowers, food, beverage
or handcrafted items) $20. 00
Artisans, Craftsmen and/or Collectors $20. 00
Nonprofit Vendors $20. 00
Informational Vendors $20. 00
Street Entertainers $10. 00
Palm Canyon Merchants $20. 00
' (may participate by vending
cart program through Main
Street or renting booth space)
Section 3 : That VillageFest guidelines, contained in the
attached manual of policies and procedures, is
hereby adopted;

Section 4 : That an appropriation for start--up costs of this
program in the amount of $5, 127 will be necessary.
