RESOLUTION NO. 17383

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, ESTABLISHING A DOWNTOWN REVITALIZATION
PROGRAM, TRANSFERRING FUNDS AND AUTHORIZING
NEGOTIATION OF A CONTRACT FOR PROJECT MANAGEMENT
SERVICES.
WHEREAS a need has been determined for revitalizing the Downtown Area of
Palm Springs; and
WHEREAS SENCA Palm Springs, Inc. has been selected as the Master Developer
r for the Vision Palm Springs Plan, which includes the Downtown Area; and

' WHEREAS SENCA Palm Springs, Inc, has submitted a proposal for providing
project management services for a Downtown revitalization program.
r NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm
Springs as follows:
Section 1. That a Downtown Revitalization Program is established, under
direction of the City's Redevelopment Agency. The program
will consist of technical assistance activities and programs,
planning and budgeting documents and financing element, a
streetscape and public parking improvements design element and
a redevelopment project proposals element.
Section 2. That a budget adjustment of $103,240 is authorized for Phase
I (January 1, 1991 - June 30, 1991) of the Downtown
Revitalization Program. Funds will be transferred from
General Fund - Planning Division - Management Consultant Fees
(111-305-0151-4357) to General Fund - Community Development
Administration - Downtown Revitalization Program (111-305-
0150-4341) , with the expenses for design and other eligible
costs to be reimbursed from a bond issue.
Section 3. That a performance review of the Downtown Revitalization
Program shall be conducted by the City Council on or about May
1, 1991 and the City Council will decide to continue or not to
continue the program into Phase II (July 1, 1991 - December
31, 1991) . The total cost for Phase II is established at
$128,090.00 and will be developed as part of the City's annual
budget for fiscal year 1991-92.
Section 4. That City Staff is authorized to negotiate a contract with
SENCA Palm Springs, Inc. for project management services for
City Council consideration as soon as possible.
