HomeMy WebLinkAbout17337 - RESOLUTIONS - 11/21/1990 RESOLUTION NO. 17337 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CAL.IFOHNIA, DIRECTING STAFF TO PREPARE NECESSARY DOCUNEATATION TO RECEIVE FEDERAL APPROVAL FOR A PASSENGER FACILITY CHARGE (PFC) OF $3.00 PER ENPLANED PASSENGER TO FUND THE SECOND PHASE OF T19E TERMINAL DEVELOPMENT PLAN. - - j WHEREAS the Airport. Commission and City Council have approved a Terminal Expansion Development Program to meet passenger demands; and WHEREAS a downturn in the economy has resulted in splitting the program into two phauos; and i WHEREAS the incumbent air carriers at the Palm Springs Regional Airport have consented to increased rates and charges to pay for a bond issue of approximately :11.5 million for the first phase; and WHEREAS the City Council finds that: the debt-service requirements necessary to complete the second phase of the program closely approximates the funds that could be raised by a Passenger Facility Charge (PFC) of S3.00 per enplaned passenger; and WHEREAS the Federal Department of Transportation is in the process of formulating procedures for federal approval of locally imposed PFC's expected Is hP complOted by JUty 1, HOW 'THEREFORE HE LT' RE.SULVED by the City Council of the City of Palm Springs that City Council that: Section I. The source of the second-phase funding of the Terminal Development Program should be a PFC. Si,(;1.ion 2. Section 3.
