HomeMy WebLinkAbout17305 - RESOLUTIONS - 10/17/1990 RESOLUTION NO. 17305 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, OPPOSING PROPOSITION 128, KNOWN AS THE HAYDEN INITIATIVE, ON THE NOVEMBER 6, 1990, GENERAL ELECTION BALLOT. WHEREAS; Proposition 128, entitled the Environmental Protection Act of 1990 (The Hayden Initiative) will appear on the November 6 general election ballot; and WHEREAS; this extremely complex 39 page measure covers a broad spectrum of complex issues including global warming, energy, ozone depletion, water supply and treatment, mandatory stormwater run-off control , food production, timber, refrigeration, air conditioning, off shore oil drilling, establishment of the elected office of Environmental Advocate and many other issues; and WHEREAS; the initial estimates by the non-partisan independent Legislative Analyst indicate Proposition 128 would cost nearly $3 billion with "additional unknown costs" to state and local taxpayers; and whereas non-government independent economic experts estimate taxpayer costs could run as high as $12 billion; and WHEREAS; according to economic reports California consumer prices would increase significantly for energy, transportation, food and water; including a 30% increase in food prices, a 20% increase in electricity rates and up to a 60 cent per gallon increase in the price of gasoline; and WHEREAS; the California economy, consumers and taxpayers cannot afford these increases, especially those on fixed incomes, seniors, small businesses, single parents and the poor who would be hardest hit; and WHEREAS; Proposition 128 would grant broad enforcement authority over all environmental and public health laws to a single individual , independent from the Governor, legislature and local governments; and WHEREAS; Tom Hayden, an author and campaign chairman is widely reported to be seeking the office of Environmental Advvcate; and WHEREAS: Proposition 128 would create the potential for the thousands of lawsuits against state and local governments and its bounty provision would " allow members of radical groups like EARTH FIRST! to personally share in any awards from successful lawsuits at taxpayer's expense; and WHEREAS; there are too many important complex issues in Proposition 128 to be voted on together -- we need to take a rational approach, one that examines issues concerning California's vital natural resources -- air, water, forests, food and coastline -independently; and WHEREAS; protecting the environment is an absolute necessity, but Proposition 128 costs too much, tries to do too much and may cause more problems than it solves; and Resolution No. 17305 Page Two WHEREAS; a growing coalition of concerned organizations and individuals including the California Chamber of Commerce, Agricultural Council of California, California Taxpayers' Association, American Council on Science and Health, California Manufacturers Association, Association of California Water Agencies, California Municipal Utilities Association, California Cattlemen' s Association, California Women for Agriculture, and Mother' s Watch and many others are in opposition to Proposition 128; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, THAT THE CITY COUNCIL HEREBY OPPOSES PROPOSITION 128, THE HAYDEN INITIATIVE (ENVIRONMENTAL PROTECTION ACT OF 1990) ON THE NOVEMBER 6, 1990 GENERAL ELECTION BALLOT. ADOPTED this 17th day of October, 1990.
