HomeMy WebLinkAbout17278A - RESOLUTIONS - 9/25/1990 RESOLUTION NO. f17278A OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE INSTALLATION OF GAS-FIRED CHILLERS IN THE NEW AIRPORT TERMINAL; INCREASING AGREEMENT # 2781 WITH GENSLER ASSOCIATES ARCHITECTS BY $36,000 FOR DESIGN CHANGES; ACCEPTING A GRANT OFFER OF UP TO $150,000 FROM THE SOUTHERN CALIFORNIA GAS COMPANY; AND AUTHORIZING $186,000 TO BE INCLUDED IN FISCAL YEAR 1992-93 ENERGY BUDGET. WHEREAS, through engineering studies, it has been determined that the most economical way to utilize the Municipal Cogeneration Plant, fully, is to install gas-fired chillers in the new airport terminal building; and WHEREAS it has been determined at this point in the design that a cost premium of approximately $336,000 exists between installing gas-fired chillers and regular electrical chillers; and WHEREAS the architects for the new terminal building have determined that incorporating gas-fired chillers into the design would be an extra to the design contract; and WHEREAS the Southern California Gas Company has offered a grant of $150,000 to help offset the increased cost; and WHEREAS the Energy Fund has been utilized in the past to fund added costs for installing energy-efficient and cost-effective equipment; and WHEREAS, from the Airport Expansion, the City will realize increased profits from cogeneration operations inasmuch as electricity will no longer be sold to Southern California Edison at a loss; and WHEREAS the payback period for the initial investment has been calculated at approximately 2.5 years from utility savings, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs that: Section 1. Gas-fired chillers are hereby approved for installation in the new terminal building. Section 2. Architectural Design Agreement # 2781 with Gensler Associates Architects is hereby increased by 8 36,000 to compensate for necessary design changes. < Section 3. A Grant Offer of up to $150,000 from the Southern California Gas Company under the 1991 High Efficiency Commercial Equipment Replacement Program is hereby accepted. In the Fiscal Year 1992-93 Energy Budget, an energy conservation investment of $186,000, to be recouped by the Energy Fund from increased departmental energy consumption payments,shall be included for the investment in the gas-fired chillers at the Airport.
