OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, ESTABLISHING POLICY RELATIVE TO CITY
VEHICLES, MONTHLY ALLOWANCES, AND MILEAGE RATES.
WHEREAS it is necessary that certain city employees use a vehicle
to carry out their duties; and
WHEREAS, a uniform policy is needed in order to administer a
consistent vehicle policy; and
WHEREAS the City Manager has recommended a uniform policy;
NOW THEREFORE BE IT RESOLVED that effective July 1, 1990, the
following policies shall govern the use of city vehicles and the
payment of monthly allowances and mileage rates:
1. MILEAGE RATES - OCCASIONA.L USE
Group II and III employees (EX, MX, FEX, FMX, PEX, PMX) who
are required to use personal vehicles occasionally on city
business shall be re:i.mbu'r•sed at the following rate: 25C
per mile. Group I employees (all others) shall be
reimbursed at the following rate: 294 per mile.
2. MONTHLY ALLOWANCE SCHEDULE;
Employees who are regularly required to use a personal
vehicle shall be paid a monthly allowance based upon the
average number of miles traveled as follows:
Group II & III Group I
Employees Employees
0 - 500 miles per month: $125 $145
501 - 750 miles per month: 188 218
751 - 1000 miles per month: 250 290
1001 - 1100 miles per month: 275 320
Department Heads: $200 per month plus 25(" per mile for
business travel beyond 800 males per
month..
All employees receiving monthly car allowances shall file
evidence of insurance: with minimum coverage of
$100, 000/$300, 000 public liability and $25, 000 property
damage.
Employees who use their personal car and receive monthly
reimbursements for such use shall be governed by the
following rules: The car shall be kept clean and in good
repair at all times and shall be less than five (5) years
old, unless this five-year requirement is waived by the
City Manager. Motorcycles do not qualify for monthly auto
allowances nor reimbursements prescribed 'herein.
The monthly allowance shall cover all automobile: travel
including out--of-town conferences and meetings. There
shall be no reimbursement for mileage over 1, 100 miles per
month.
3 . CITY VEHICLE
At the discretion of the City Manager and department head,
an employee may be required to use a city vehicle. In
general, a city vehicle may be required under the following
circumstances:
(a) When usage exceeds 1, 100 miles per month.
(b) When it is desirable that the employee be readily
identified by the public.

(c) When special equipment is required on the vehicle.
4. CITY VEHICLE - RULES FOR USE
The following rules shall apply to the use of city-owned
vehicles:
(a) Any employee driving a city vehicle shall be required
to pass the driver's training course sponsored by the
city.
(b) Drivers of city vehicles shall observe all traffic
laws.
(c) Drivers of city vehicles shall observe the utmost
courtesy while driving by yielding right-of-way to
other vehicles and pedestrians and by assisting
motorists in trouble, when appropriate.
' (d) City vehicles shall be housed overnight in the city
vehicle maintenance yard. Exceptions to this rule
shall only be made upon written approval of the
department head and City Manager.
5. DELEGATION TO CITY MANAGER
Authority is hereby delegated to the City Manager to from
time to time determine those employees to receive monthly
vehicle allowances and the amount of such allowances, and
to request reports deemed necessary in connection
therewith. Further, the City Manager may, in special
cases, grant monthly mileage allowances different from the
Monthly Allowance schedule contained herein, provided that
such special allowances shall not exceed $250 per month.
6. REVOCATION OF PREVIOUS POLICIES ESTABLISHED BY RESOLUTION
NO. 17192
The policies established by Resolution No. 17192 are hereby
revoked in their entirety and the policies established
hereby shall apply unless and until amended.
