HomeMy WebLinkAbout9/6/2000 - STAFF REPORTS (19) DATE: September 6, 2000 TO: City Council FROM: Risk Manager via City Manager RATIFY AUTHORIZATION OF $32,168.50 EXPENDITURES FOR EMERGENCY SERVICES, REPAIRS AND REPLACEMENT OF PROPERTY DESTROYED BY THE JULY 26, 2000 FIRE AT PALM SPRINGS FIRE STATION #4,1300 LA VERNE WAY. RECOMMENDATION: It is recommended that the City Council ratify the City Manager's approval of $32,168.50 expenditures for emergency services, repairs and replacement of property destroyed by the July 26, 2000 fire at 1300 La Verne Way. All costs will be reimbursed by insurance, less deductible of$5,000. BACKGROUND: The Palm Springs Municipal Code 3.12.270 (3) authorizes the City Manager to approve the emergency purchase of services and equipment to correct situations in which the public health, safety or welfare would be interrupted if normal bidding procedures were followed. The code requires all emergency purchases, which would otherwise require formal bidding, to be brought to the City Council for ratification at the next regular meeting. On Wednesday, July 26, 2000, at 1:15 a.m., Station #4 firefighters responded to a dumpster fire several blocks away from their station. They returned about 30 minutes later and saw smoke coming out of the fire station. Upon entering they fourd that someone had broken in, ransacked several of the firefighter's personal storage compartments, stole several firefighters' personal items, then placed a pile of clothes on top of one of the beds and ignited it before departing. Police Detectives estimate the intruder was in the station from five to ten minutes. The Police made an arrest on August 3, 2000. The suspect had been paroled on July 10, 2000 after serving time for burglarizing Palm Springs Fire Station #4 in November, 1998. The suspect was convicted on August 21, 2000 of arson and sentenced to five years in prison. The Court also ordered his lifetime registration as an arsonist. The damage from smoke required replacement of six (6) box springs and mattresses, extensive cleaning of the carpets, furniture, walls, and cabinets. The heat damage destroyed one wooden storage compartment, a portion of the wall, part of the communication equipment, the central air conditioner and heating systems, and melted the blinds. The structural cleaning and repair work from the June 6, 2000 fire at the city owned Palm Canyon Theatre, though extremely unfortunate, enabled us to have an immediate response on this fire from a work team already in place. The contractors and service providers from the June fire have been in regular and continuous communication with the city's property insurance adjuster and city staff over the past two months. The development of this "team" allowed us to make contact with them very quickly, receive prompt quotations for immediate insurance approval, and coordinate timely clean-up and repair activities with the appropriate work crews. II 1 Har-Bro, Inc., General Contractors & Consultants, out of their San Bernardino office, was utilized to perform emergency services that were essentid in order to allow occupancy in fire station #4. A description and cost of the work performed is as follows: HAR-BRO, INC. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, ratify authorization of $32,168.50 expenditures for emergency services, repairs and replacement of property destroyed by the July 26, 2000 fire at Palm Springs Fire Station #4, 1300 Laverne Way, Palm Springs. The City will be reimbursed $32,168.50 less $5,000 deductible from F.M Global Insurance Company. ADOPTED this 6`h day of September, 2000.
