HomeMy WebLinkAbout9/6/2000 - STAFF REPORTS (16) DATE: September 6, 2000 TO: City Council FROM: City Librarian via Board of Library Trustees and City Manager REGIONAL LIBRARY NETWORK RECOMMENDATION: That the Palm Springs City Council adopt a Resolution authorizing the Palm Springs Public Library to join the Tierra Del Sol Regional Library Network and authorizing the City Librarian to sign the Tierra Del Sol Regional Library Network Membership Authorization Form. BACKGROUND: For over 22 years, the Palm Springs Library has been a member of the Inland Library System, a cooperative library systern operated by the state library under the California Library Services Act of 1977 to ensure free and equal public library access to all people in the state ("universal borrowing.") Palm Springs' membership in ILS has guaranteed that all PSPL card holders have the right to borrow in person or receive through interlibrary loan materials from any California public library which belongs to CLSA. The Inland Library System has also made available very valuable staff training opportunities, resource sharing, consulting services, a helpful newsletter, and system-wide deliveries between members. It encourages through incentives and grants library service to the underserved, and the office at the Riverside City Library offers free second-level reference service to all library users through their own libraries. Reimbursement has been offered to libraries which, because of their larger or special collections, have been required by their membership to provide a greater number of items to users from outside jurisdictions than its residents directly borrow from libraries of other jurisdictions. The Palm Springs library has always been a "net lender," currently earning approximately $8,000 per quarter in reimbursement fees. In 1998, the California legislature adopted the Library of California Act (LOC), a new law for library cooperation. The California Library Services Board was replaced with the Library of California Board, which will oversee both CLSA and LOC activities until CLSA is gradually phased out. The seven new "Regional Library Networks" will be the primary service units, providing a system of library resources for all Californians by promoting resource-sharing among all types of libraries, not just public and school libraries. The LOC is envisioned as a high-technology search and sharing network for all of the 8,000 public and private libraries in California. Eventually, it will link small and neighborhood libraries with such resources as biotech and legal firms, the Monterey Bay Aquarium Library and the like. The Inland Library System will continue to operate through the planning stages of implementation of LOC activities, but it will now be administered by the Library of California Board and has been renamed the Tierra Del Sol Regional Library Network. Its service area AM has been extended from Riverside/San Bernardino/Inyo Counties to include the entire San Diego County area as well as Imperial County Under the new legislation, all libraries are required to maintain certain basic eligibility and performance standards, including having' 1. A mission statement, 2. Established hours of service 3. At least one credentialed (Master's Degree in Library Science) staff member on the premises of each library or branch site In addition, applicants must 4. Agree to participate in one or more of the following programs. Interlibrary loan, patron referral and onsite services, direct loan, or electronic access. 5. Have an established funding base 6. Agree that funding for library services will not be reduced as a result of network participation. 7. Acquire approval for this application from its governing authority and/or city council. The Palm Springs Library meets all of the eligibility requirements. As has been the case with membership in ILS, it is likely that Palm Springs will continue to be a net lender. However, expected benefits include enhanced relationships with major academic and resource libraries which may now be free of charge, contracts negotiated on a statewide basis for databases and other services that may reduce local costs, and state assistance with telecommunications infrastructure. The Board of Library Trustees approved the attached Resolution for charter membership at its regular meeting on July 19, 2000. The approval of the City Council, as funding agency, is also requested by the state to authorize the City Librarian to apply for charter membership in Tierra Del Sol Regional Library Network Staff recommends adoption of the Resolution. FISCAL IMPACT: There is no cost for basic membership. Enhanced services may be available for a fee, however, no library would be required to purchase them. There will be no negative impact upon either the General Fund or the Trust Fund. Over the years, the Library should expect to see significant revenues and cost savings made available. APPROVED.
