CONSTRUCTION CHANGE ORDER NO. 4 TO 4-CON ENGINEERING, INC.
RECOMMENDATION:
That the City Council approve Construction Change Order No. 4 to 4-Con
Engineering Inc., in the amount of$6,951.00 for a total contract cost of
$890,535.21, for additional pavement work, Heritage Trail Bikeway, City Project#
93-49,
BACKGROUND:
On March 15, 2000 City Council awarded 4-Con Engineering Inc., the contract for
City Project#93-49, Heritage Trail Bikeway Project. The Project consists of the
construction of a decorative concrete bikeway extending from Francis Stevens
Park to Baristo Rd. along Belardo Rd. As part of this project, new curbs and
gutters were placed from Alejo Rd. to Amado Rd. After placement of the new
curb and gutter, it was found that the existing asphalt did not match up properly to
the new improvements. Because of this, additional removal and replacement of
asphalt paving is required in order to achieve 'cross fall' from the centerline of the
street. Due to the changing of these pavement elevations, it has also become
necessary to raise two additional sanitary sewer manholes to grade.
The approved plans for the bikeway also included several decorative concrete
crosswalks. After construction began, the design engineer (Sanborn A & E),
determined that three of the crosswalks would be deleted from the project
because they were not essential to the theme of the Heritage Trail. This change
order reflects these deletions.
The total adjustment to the agreement for these services is $6,951.00.
Sufficient funds to cover this change order are available in account number 134-
4498-50135 Heritage Trail Bikeway.

C. REASONS FOR CHANGES:
Existing asphalt pavement does not match up with new curb and gutter in many locations along
Belarado Rd. from approximately station 53+75 to Alejo Rd. Plans indicated a 1 FT patch of AC along
new curb improvements; however, after placement of new curb and gutter, it became evident that
additional removal and replacement of paving is required per revised drawings to allow for cross flow.
Two sewer manholes that were not indicated on project drawings require adjustment to grade. These
manholes are located at approximately stations 56+60 and 59+00.
It was determined by the design engineer that three of the decorative concrete crosswalks are not
essential to the theme of the Heritage Trail. Therefore, they are being deleted from the project. The
three crosswalks that are being deleted are located at: across Belardo Rd. at Tahquitz Canyon Way,
across Belardo Rd. at Amado Rd. and across Amado Rd. at Belardo Rd.
Seven (7) additional working day will be added for the completion of this extra work
