OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, AUTHORIZING THE
EXPENDITURE OF FUNDS FOR THE SCHEMATIC
ARCHITECTURAL DESIGN, PROJECT BUDGETING AND
CONSTRUCTION SCHEDULING SERVICES RELATED TO THE
CONVENTION CENTER EXPANSION.
WHEREAS the City Council directed SENCA Real Estate
Development Company (SENCA) to pursue the design and
financing for the expansion of the Palm Springs Convention
Center as the Master Developer; and
WHEREAS professional services including, but not limited to
engineers, architects and other specialized consultants are
essential to completion of the design phase of project; and
WHEREAS HuntCor served as the Construction Management
Consultant representing the City during original construction
(Phase I) of the Convention Center, with responsibilities
including invoice and change order auditing and analysis; and
WHEREAS the City recognizes the urgency of being responsive
` to the time pressures imposed by the IBM Convention Center
requirements for 1992 and through the year 2000; and
WHEREAS the $300, 000 investment by the City will be repaid
from either the financing of the Convention Center expansion
upon final approval from the Council to proceed with the
project or, if Council determines the project is not
feasible, repayment would come from the ten dollar ($10. 00)
per IBM room night booking fee paid by hotels housing IBM
attendees during IBM's 1992 convention;
NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Palm Springs as follows:
Section 1. That the expenditure of funds up to $300, 000, for
the schematic architectural design, project
budgeting and scheduling services related to the
Convention Center expansion provided by or for
SENCA, the Master Developer, is hereby
authorized.
Section 2. That HuntCor be retained as Construction
Management Consultant in accordance with the
attached proposal dated August 29, 1990 in order
to review the invoices of SENCA and those vendors
and specialized consultants on the design and
pre-construction phases of the Palm Springs
Convention Center expansion project, and for
services provided by HuntCor, the City shall pay
to HuntCor one percent (1%) of the total vendor
and SENCA invoices not to exceed $3 , 000, in
addition to reimbursment of actual out of pocket
costs consisting of air travel between Phoenix to
Palm Springs, lodging, car rental, reproduction,
expressage and telephone charges.
