DATE: September 6, 2000 TO: Community Redevelopment Agency FROM: City Engineer and Redevelopment Director ASBESTOS ABATEMENT AND DEMOLITION PROJECT- RUDNICK BUILDING RECOMMENDATION: That the Community Redevelopment Agency award a contract to Environmental Concerns, Inc., dba Southwest Industries, in the amount of $31,054.00, for Asbestos Abatement and Demolition of the Rudnick Building, 261-265 North Indian Canyon Drive, City Project No. 00-16. BACKGROUND: In November 1988, the Agency acquired the Rudnick Building at 261-265 North Indian Canyon Drive to eventually be used for downtown parking. Over the past twelve years, the building has been mostly vacant, though from time to time the Agency has allowed the space to be used for various City functions such as the Police Department Bike Patrol offices, the Palm Springs City Store, and a private retail business. However, the poor condition of the property— especially the apartment units in the back—and the need for additional downtown parking have led staff to recommend the demolition of the property and the incorporation of the land into the adjacent Henry Frank Arcade parking lot. At this point the property is an attractive nuisance for vagrants and has become an ongoing maintenance issue for the City's Facilities Maintenance Department. An asbestos investigation was performed by Infotox, Inc. in accordance with their Contract Services Agreement with the City. Asbestos was identified in this building. Plans and specifications for asbestos abatement, to be followed by demolition, were prepared by the Engineering Department with assistance from Infotox, Inc. The project was advertised for bids on July 29 and August 5, 2000. At 2:00 p.m. on August 22, 2000, the Procurement Division received bids from the following contractors: 1. Environmental Concerns, Inc., $31,054.00 dba Southwest Industries, Rancho Cucamonga 2. Total Environmental Industries, Inc. $33,900.00 Fontana 3. John Beck, Chino $36,775.00 The Engineer's estimate of the project was $25,000.00. Environmental Concerns, Inc. dba Southwest Industries, the low bidder, is from Rancho Cucamonga.
