OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING ART SHOW GUIDELINES FOR
FRANCIS STEVENS PARK, SUNRISE PARK, AND RUTH
HARDY PARK AS WELL AS OTHER AREAS WHERE THE
ACTIVITY IS ALLOWED BY LAND USE PERMIT.
WHEREAS, the Planning Commission has considered Art Show Guidelines for
Francis Stevens Park, Sunrise Park, and Ruth Hardy Park, and other areas
where activity is allowed by Land Use Permit; and
WHEREAS, the Planning Commission finds that the proposed Art Show Guide-
lines are acceptable and the conditions are consistent with the intent to
allow such art shows ; and
WHEREAS, the City Council is in agreement with the recommendation of the
Planning Commission.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm
Springs, California, does hereby approve the Art Show Guidelines as
follows :
1 . Art shows referred to herein must be applied for and/or sponsored by
either the owner of a property or lessee of a City facility where such
show is to be held or by a recognized community art organization or by
the City, as the case may be, under Paragraphs 2 and 3 below.
2. Shows sponsored by recognized community art organizations shall apply
for a facility use permit if the intent is to utilize a City facility.
The number of art shows permitted at City facilities per year is as
follows :
Francis Stevens Park - 4. (Scheduling of art shows at Francis Park by
recognized community art organizations will be on a rotating basis for
specified holiday weekends from year to year.
Sunrise - 4.
Ruth Hardy Park - 4.
Such shows shall not be held on consecutive weekends except in the
case of a week-long show which incorporates both weekends (which shall
then count for two of the specified weekends per year) ,
3. Shows not sponsored by recognized community art organizations or by
the city in non-City venues shall be allowed by Land Use Permit when
Paragraphs 1 and 2 above are complied with and will be limited to two
per year per venue. Such show must be in conjunction with an overall
promotional effort of the complex, mall , or building where it is to be
held.
Such shows shall be authorized no more than two weekends per calendar
year per venue. Such shows shall not be held on consecutive weekends
except in the case of a week-long show which incorporates both
weekends (which shall then count for the two weekends per year) .
"Weekend" is defined as Friday, Saturday, Sunday, and Monday (if a
holiday) .

4. All shows shall adhere to the following guidelines as to quality of
art:
That display of paintings, carving, sculpture, and jewelry only are
allowed (no rugs, clothing, or lamps) . All items are to be hand-
crafted, one of a kind items; no manufactured items are allowed and
all art for sale shall be by the artist only.
5 . A site plan for all shows shall be submitted showing proposed layout
of exhibitors, parking, restrooms, tents, pavilions, or other
structures, and any other information requested by the Planning staff
or Recreation Division. No activities shall be allowed on public
sidewalks adjacent to the show, and all activities shall be set back a
minimum of 10 feet from any adjacent public walk.
6. Plans and applications shall be submitted for approval 180 days prior
to each event. A facility use permit shall be required for each
occurrence at City facilities. A separate land use permit ( LUP) shall
be required for each occurrence at non-City venues. Any construction,
electrical , etc. shall obtain appropriate building/fire permits.
7. Monetary transactions are to be handled by those with a valid business
license issued by the City of Palm Springs.
8. One sign may be allowed up to 20 square feet. The sign will require a
permit and shall be professionally done.
9. Pennants , balloons , or streamers shall require separate review.
10. Facility Use Permit applications may be obtained in the Recreation
Division at the Leisure Center. Applications for Land Use Permits may
be obtained in the Planning Division.
11 . Any food or entertainment shall require separate review.
12. A Palm Springs based organization will have priority in the use of
City facilities.
