HomeMy WebLinkAbout6/27/1989 - MINUTES CITY OF PALM SPRINGS CITY COUNCIL MINUTES JUNE 27, 1989 An Adjourned Regular Meeting of the City Council was called to order by Mayor Bono in the Large Conference Room, 3200 Tahquitz- McCallum Way, on Wednesday, June 27, 1989, at 2 p.m. ROLL CALL: Present: Councilmembers Apfelbaum, Broich, Foster, Neel and Mayor Bono Absent: None The meeting was opened with the salute to the Flag and a moment of silence. REPORT OF POSTING OF AGENDA: Report of City Clerk: Agenda posted in accordance with Council policy on June 23, 1989 PUBLIC COMMENTS: None LEGISLATIVE ACTION: 1. CVAG JPA - AMENDED & RESTATED Recommendation: That the Council approve an amended and restated Joint Powers Agreement for CVAG; and an agreement for the implementation of the regional transportation program by CVAG. (123) City Attorney stated that the current JPA is not broad enough to cover the TUMF program, and the proposed amend- ment would provide that authority. Resolution 16839 approving the amended and restated JPA (Agr #996) and the Implementation Agreement (Agr #2728) , was presented; after which, it was moved by Apfelbaum, seconded by Neel , and unanimously carried, that R16839 be adopted. 2. TUMF - URGENCY ORDINANCE Recommendation: That the Council adopt the TUMF Ordinance, as an urgency measure. City Attorney reported that due to a 60 day period prior (� 23) to the effective date of the TUMF ordinance, it is necessary to adopt the ordinance as an urgency measure, in order to have the fee in place by July 1, and that it will be presented again for extension of the urgency measure, since the urgency measure is only valid for 45 days. A City Clerk read title of Ordinance 1334V as follows: AN ORDINANCE OF THE CITY OF PALM SPRINGS, CALIFORNIA, ESTABLISHING A TRANSPORTATION UNIFORM MITIGATION FEE AS AN URGENCY MEASURE. It was moved by Apfelbaum, seconded by Neel , and unanimously carried, that further reading be waived, and that Ordinance 1334/pe adopted. '342 Council Minutes 6-27-89 Page 2 3. CONVENTION CENTER - MARQUEE Recommendation: That the Council approve a purchase order of $8,333 to purchase electrical service to the new electronic marquee at the front entrance to the Convention (139-001) Center from Dennis Thorson Enterprises Inc. MO 4381, as recommended, was presented; after which, it was moved by Foster, seconded by Broich, and unanimously carried, that MO 4381 be adopted.
