CITY COUNCIL MINUTES
MAY 30, 1989
An Adjourned Regular Meeting of the City Council of the City of
Palm Springs, California, was called to order by Mayor pro tem
Apfelbaum, in the City Hall Large Conference Room, 3200
Tahquitz-McCallum Way, on Wednesday, May 30, 1989, at 2 p.m.
ROLL CALL: Present: Councilmembers Apfelbaum, Broich, Foster,
and Neel
Absent: Mayor Bono
REPORT OF POSTING OF AGENDA:
Report of City Clerk: The agenda was posted in accordance
with Council policy on May 26, 1989.
HEARINGS:
1. P.S. VIEW APARTMENTS - TEFRA
Recommendation: That the Council hold a TEFRA hearing
(required by IRS) on the issuance of $5.265 million tax
exempt bonds for the Palm Springs View Apartments on the (116-036)
NE corner of San Rafael and MacCarthy Road; and authorize
issuance of said bonds by the Housing Authority.
Housing Coordinator reviewed the memorandum of the Director
of Economic Development, and noted that the Housing
Authority has obtained an allocation of $5.265 million
in tax-exempt mortgage revenue bonds.
Mayor pro tem declared the hearing opened; there were
no appearances, and the hearing was closed.
Resolution 16781 as recommended, was presented; after
which, it was moved by Broich, seconded by Foster, and
unanimously carried, Bono absent, that R16781 be adopted.
PUBLIC COMMENTS: None
LEGISLATIVE ACTION:
2. COMPUTERS - FIRE DEPARTMENT HAZARDOUS MATERIALS
Recommendation: That the Council authorize the purchase
of two Macintosh SE/30 computers and Imagewriter II
printers, through the City of Riverside participation
agreement, for a total of $7,229.20.
Purchasing Manager stated that in order to take advantage
of the large volume discount available through the Riverside
contract, recommendation for purchase was being presented
at this time.
Fire Department Administrative Assistant reported that
there will be an additional $300 for addition fees for
support services, and about "cameo" software; that the
system will do automatically that which is currently being
done manually, and in addition, will draw models to plot
plumes on a city grid, and give information for evacuation
in emergency responses. He cited a recent pool chemical
spill , and shifting winds, which complicated predicting
areas to be evacuated.
MO 4363 as recommended, was presented; after which, it
was moved by Broich, seconded by Foster, and unanimously
carried, Bono absent, that MO 4363 be adopted.

HOUSING AUTHORITY: Mayor pro tem declared the meeting adjourned
for the purpose of convening as the Housing Authority; after which,
members reconvened as the City Council .
ADJOURNMENT
There being no further business, Mayor pro tem declared
the meeting adjourned.
