HomeMy WebLinkAbout17158 - RESOLUTIONS - 6/20/1990 RESOLUTION NO. 17158 OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING TENTATIVE TRACT MAP 25829 FOR A 9-LOT SINGLE FAMILY SUBDIVISION LOCATED �= ON A 4.8 ACRE PARCEL ON THE SOUTH SIDE OF RAMON ROAD BETWEEN LA MIRADA ROAD AND FERN CANYON DRIVE, R-1-A ZONE, SECTION 22. WHEREAS the Planning Commission has considered an application by Griffith-Martin Development, Inc. for a tentative tract map for a 9-lot single family subdivision; and WHEREAS the Planning Commission recommends approval with conditions as outlined in its Resolution No.4065; and WHEREAS it has been determined that there are certain requirements as dictated by ordinance of the Palm Springs City Council and by law of the State of California; and WHEREAS the Planning Commission has held public hearings in accordance with State and local law; and WHEREAS the City Council is in agreement with the recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm Springs, California, does hereby approve Tentative Tract Map 25829 for property hereinabove described in accordance with the findings and subject to the following conditions: FINDINGS: 1. That the proposed nine (9) lot single family subdivision applied for under a tentative tract map application and at the location set forth in the application is properly authorized by local and State laws. 2. That the proposed single family residential subdivision is necessary and desirable for the development of the community, is consistent with surrounding properties, is consistent with the General Plan and elements thereof, and is not detrimental to existing or future uses in the neighborhood. 3. That the site is adequate in size to accommodate the proposed subdivision design and complies with all property development standards. 4. That the proposed public access roadway intersects with Ramon Road, both of which are adequate in size to accommodate the quantity of traffic anticipated by the proposed subdivision. 5. That an environmental assessment has been completed and that a Negative Declaration of environmental impact with mitigation measures will be filed in accordance with local and State laws. i ,J 9 _ w�M CONDITIONS: 1. That all recommendations of the Development Committee dated May 23, 1990, shall be complied with. 2. The proposed development of the premises shall conform to all applicable regulations of the Palm Springs Zoning Ordinance, Municipal Code, or any other City Codes, ordinances and resolutions which supplement the zoning district regulations. 3. Final landscaping, irrigation, grading, and wall plans shall be submitted for approval by the Planning Commission prior to issuance of a grading 1 permit. Landscape plans shall be approved by the Riverside County Agricultural Commissioner' s Office prior to submittal . Landscaping shall be provided to restore all cut and fill slopes created during tract construction. { 4. That the equestrian easements, located along the west property line shall be fully improved as follows: a 15 foot wide easement after dedication shall be improved to provide a minimum 5 foot wide riding trail and shall have a 10 foot wide section provided every one hundred feet to provide for passing of two horses; the trail may meander within the 15 feet easement and may extend onto the subject property provided an easement is provided; and all obstacles 'including trees, plants and boulders shall be removed to allow for free movement of hikers , and equestrians. 5. That all future residences shall be subject to Architectural Approval per Section 9404.00 of the Zoning Ordinance. 6. That grading of this subdivision shall be limited to the roadway, utilities, drainage easements, and equestrian trails. No individual lots shall be graded until such time that construction documents for a specific residence has been approved for building permits. 7. That the grading plan shall delete any proposed grading on individual lots and that the use of split-level building design is encouraged. 8. That a qualified archaeologist shall be present during the grading of the subject property including that for individual residences. Project codes, covenants, and restrictions shall incorporate this condition. A written report concerning grading activities shall be prepared and submitted to the City by the project archaeologist. In the event cultural resources are discovered the grading activities shall be discontinued and the Community Development Director and Chairman of the Tribal Council shall be notified. All significant cultural resources shall be excavated and reported in accordance with standard archaeological practices. 9. That tract codes, covenants and restriction be submitted for City approval . Conditions of approval shall be reflected therein (archaeology, grading, design review, equestrian easement, etc. ) . 10. That the proposed street name shall be submitted to the Building Division for approval . ADOPTED this 20th day of June 1990.
