OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, RECOMMENDING TO THE STATE DEPARTMENT
OF PARKS AND RECREATION THAT THE PROPOSED INDIAN
CANYONS PROJECT BE CONDITIONALLY APPROVED AND
THAT CERTAIN PROPERTIES WITHIN THE CITY OF
PALM SPRINGS CITY LIMITS AND SPHERE OF INFLUENCE
BE DELETED FROM THE PROJECT BOUNDARIES.
WHEREAS the State Department of Parks and Recreation has prepared the
Preliminary Project Investigation for the Indian Canyons Project; and
WHEREAS the Palm Springs Planning Commission reviewed the Preliminary
Project Report at its May 9, 1990, meeting and found that the Indian
Canyon Project boundaries include properties within the City Limits and
the City' s Sphere of Influence Area; and
WHEREAS the City Council finds that the natural and cultural resources
found in this area offers a regional outdoor recreation amenity of unique
and unparalleled importance within the State of California and offers
the fast growing Coachella Valley needed outdoor recreation opportunities ;
and
WHEREAS the City Council finds that development of the Indian Canyons
Project will provide the Palm Springs area with unique tourist attraction
and economic base which will increase in importance as a future generations
place increasing demands on outdoor recreation areas; and
WHEREAS the City Council has determined that portions of the proposed
Indian Canyons Project boundaries are in conflict with the City' s Palm
Hills General Plan, specifically acquisition Priorities II , III and IV;
and
WHEREAS the City Council finds that the resources may be available for
acquisition of the Priority I area and that funding has not been
established to expand the Indian Canyons Park beyond the Priority I area.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Palm
Springs, California, does hereby recommend to the State Department of
Parks and Recreation that the Indian Canyons Project as described in
the Preliminary Project Investigation Report be conditionally approved
and amended as follows:
1. That the City be involved in the development of operational agreements
pertaining to the parks since the agreements may effect the City
Limits.
2. That the City be directly involved in the development of a Master
Plan for the Indian Canyons Park.
3. That Priority Areas II, III and IV not be included in the Final Indidan
Canyons Project boundaries.
