HomeMy WebLinkAbout12/29/1988 - MINUTES MINUTES OF CITY COUNCIL CITY OF PALM SPRINGS DECEMBER 29, 1988 An Adjourned Regular Meeting of the City Council of the City of Palm Springs, was called to order by Mayor Bono, in the Large Conference Room, 3200 Tahquitz-McCallum Way, on Thursday, December 29, 1988 at 10:00 a.m. ROLL CALL: Present: Councilmembers Apfelbaum, Broich> Foster, Neel and Mayor Bono Absent: None REPORT OF POSTING OF AGENDA: Assistant City Clerk reported that the agenda was posted in accordance with Council procedure on December 23, 1988. PUBLIC COMMENTS: None LEGISLATIVE ACTION: 1. REDEVELOPMENT PLAN PA9: City Attorney stated that three of the Councilmembers Conflicts of Interest, regarding real property in or adjacent to the Project Area, and recommended that pursuant to Governement Code 87101, California Administrative Code Title 2, Section 18701 and 4 FPPC 13 inre Hudson, that a random selection be employed to select one of the Councilmembers to vote. Councilmember Foster was randomly selected. Councilmember Foster questioned whether this would entitle him to vote on every issue for the Project Area or if the selection process would be done on an each issue basis. City Attorney stated that basically it was up to the Council 's discretion, however, in order to conform to the law he would suggest that the random selection be done on an as needed basis. Consensus of the Council was to use the process as needed. Assistant City Clerk read title of Ordinance 1321 as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS APPROVING AND ADOPTING THE REDEVELOPMENT PLAN FOR THE PALM SPRINGS REDEVELOPMENT PROJECT AREA NO. 9. Ordinance 1321 approving Project Area No. 9 was presented, after which; it was moved by Apfelbaum, seconded by Broich, and unanimously carried, Neel and Bono abstaining, that Ordinance 1321 be adopted. PUBLIC ART COMMISSION: Motion was made by Apfelbaum, seconded by Foster, and unanimously carried, that appointment to the Public Arts Commission be added to the agenda. Mayor Bono appointed Hunter Johnson to the Public Arts Commission; after which, it was moved by Apfelbaum, seconded by Foster, and unanimously carried, that said appointment be approved.
