WHEREAS, on September P, 1g87, the City Counci '. granted to Desert Transportatior, Inc. , dba Desert Cab., a license to operate and maintain taxicab .service over, along and upen all City- streets ; and V.NEFFAS the license regV res "Licensee shall provide a sufficient number of operatirg. . . .vehicle s to serve the public ccnvenience and necessity. Such public convenience and necessity shall be deemed to be ' served by Grantee when calls for service are responded to, and passen- gers picked up, within fifteen (15) minutes of each call for, service eighty-five (85) percent of the tame. That, in the event of a work stoppage nr other job actior resultirq in response within 15 mirutes of each call for service Psi of the time not briny met, the City Manager or his Designee is hereby authorized to issue emergency licenses to additional cab companies in order to meet the public convenience and Necessity.
