HomeMy WebLinkAbout12/7/1987 - MINUTES ICITY OF PALM SPRINGS 44 G CITY COUNCIL MINUTES DECEMBER 7, 1987 An Adjourned Regular Meeting of the City Council of the City of ` Palm Springs, California, was called to order by Mayor Bogert, in the Council Chamber, 3200 Tahquitz-McCallum Way, on Monday, December 7, 1987, at 3 p.m. ROLL CALL: Present: Councilmembers Apfelbaum, Birer, Foster, Smith and Mayor Bogert Absent: None REPORT OF POSTING OF AGENDA: Agenda posted in accordance with Council procedures on December 4, 1987. COMMUNITY REDEVELOPMENT AGENCY: Mayor declared the meeting adjourned for the purpose of convening as the Community Redevelopment Agency; after which, members reconvened as the City Council . PUBLIC COMMENTS: a) John Wessman expressed his opinion about local people not caring about Palm Springs. b) Jeremy Crocker stated that Save the Welwood Murray Library Committee is not connected with the Friends of the Library, and would pursue its direction without regard to membership by Deyna Hodges. LEGISLATIVE ACTION: ' 1. CONVENTION CENTER CHANGE ORDERS 21, and 25 through 28 Recommendation: That the Council approve Change Orders 21. and 25 through 28 for a total increase in contract cost with McDevitt & Street of $454,293, Change Order 21. is a no cost item. In answer to questions by Councilmember Foster, Economic Development and Housing Director reported that some of the items are a result of the change order process, and others because the items were never intended to be part of the construction contract; that the item concerning smoke detectors is the result of Building Code interpreta- (139) tion by the City's Building Division; that landscaping changes relate mainly to lighting, block wall footings, waterproofing masonry planters, and walls near the facility sign; that additional electrical for the IBM meetings ' will result in an increase in amperage in eleven meeting rooms, and will be somewhat offset by a payment from IBM, part of which will go to the Wyndham; that low-voltage in the aisle seats is required by Building Code; that the stacking pockets will allow rooms to be individually locked; and that some of the kitchen equipment will be needed prior to completing the kitchen, which is the responsibility of Food Facilities. t Council Minutes 1 12-7-87 Page 2 1. CONVENTION CENTER (Continued) Councilman Foster stated that perhaps the Board of Appeals needs to review items where there is a dispute between the Architect and the Building Division interpretations of the Building Code. MO 4091 approving Change Orders as recommended, was presented; after which, it was moved by Foster, seconded ' by Apfelbaum, and unanimously carried, that Minute Order 4091 be adopted. 2. PURCHASE OF PAPER COPIERS Recommendation: That the Council approve purchase of two paper copiers for the Convention Center from National Business Machines, for $9,582.40. Report highlighted by Purchasing Manager. In answer to question by Council , he stated that a mechanism for providing copiers to conven- tioneers is currently under study„ (139) Councilman Foster suggested that perhaps a per copy cost could be tied into the new computer system for the facility. MO 4092 approving purchase as recommended, was presented; after which, it was moved by Birer, seconded by Foster, and unanimously carried, that MO 4092 be adopted. 3. WEED ABATEMENT Recommendation: That the Council award bid for weed abate- ment to K.W. Construction of Palm Desert, for $7,805; and approving a Purchase Order Change Order to increase , base contract by $8,000 for lot cleanup and demolition at the Prairie Schooner site. Report reviewed by Purchasing Manager. (57) MO 4093 approving action as recommended, was presented; after which, it was moved by Apfelbaum, seconded by Birer, and unanimously carried, that MO 4093 be adlopted. 4. CONVENTION CENTER - DRAPERIES Recommendation: That the Council approve acquisition of window drapes for meeting rooms, anteroom, boardroom and administrative offices from Beauty Kist through G & H Interests, for $15,000; and for stage drapes from (139) Contract Decor, through G & H Interests, for $23,000. a Purchasing Manager reported that the original specifications lead to a low bid from Contract Decor, however, the pull motor, and other features, were not designed for the weight of the stage drapes; that an effort was made to have the architect redo the specifications; that Contract Decor altered the specifications, with which the architect was in agreement; that there was not enough time to rebid the project, and a negotiated price has been worked out ' with the developer to acquire the drapes through G & H Interest, with payment directly to the vendors. MO 4094 awarding stage drapes to Contract Decor; and MO 4095 awarding meeting rooms and office drapery to Beauty Kist as recommended, were presented; after which, it was moved by Foster, seconded by Apfelbaum, and unanimously carried, that MO 4094 and 4095 be adopted. CONVENTION CENTER SIGNAGE Recommendation: That the Council accept proposal from King Graphics for graphics and signs at the Convention Center, for an amount not to exceed $15,000. Economic Development & Housing Director reported that the proposal was received after the posting of the agenda, and action is needed in order to stay on schedule with (139) ' completion of the facility. He also stated that the developer wanted $11,000 for the design only, and that the price includes design and implementation. MO 4096 approving purchase of graphics and signs as proposed, was presented; after which, it vias moved by Birer, seconded by Smith, and unanimously carried, that MO 4096 be adopted.
