OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
ESTABLISHING POLICIES AND PROCEDURES CONCERNING CITY COUNCIL
LIAISON ACTIVITIES
WHEREAS City Councilmembers have determined that they wish to become
more involved in certain city activities, or projects; and
WHEREAS pursuant to Resolution No. 17014 the City Council desires
to formalize policies and procedures concerning City Council liaison
activities,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Palm Springs, that the policy entitled, "City Council Liaison
Activities," as on file wiith the City Clerk, incorporated herein
by reference, is hereby approved.

CITY COUNCIL LIAISON ACTIVITIES
BACKGROUND: City Councilmembers have determined that they wish to become
more involved in certain city activities, or projects. This
will provide an opportunity for Councilmembers to participate
in the early stages of policy development, either individually,
or as a subcommittee of two. Face-to-face discussions between
individual Councilmembers and citizens, property owners, or
potential investors can be useful -in working through potential
problems.
GUIDELINES: I. Suggestions for a new council liaison activity shall be
made known to all Councilmembers. Councilmembers shall
have at least two days in which to contact the Mayor if
they wish to be appointed to such activity, unless timing
does not permit because of urgency.
2. The Council shall make appointments to specific liaison
activities and must make selection from persons proposed
by the Mayor. If a situation arises for which time is
of the essence, but there is not sufficient time for the
City Council to approve an appointment, the Mayor may appoint
an interim Council liaison to serve until the Council either
ratifies, rescinds, or takes other action concerning the
matter.
' 3. Council liaison members and committees shall supplement,
but not conflict with or replace, the responsibilities
or duties of city commissioners.
4. It is neither practical , nor appropriate, for Council liaison
members to attend all meetings or staff discussions
concerning a specific activity. The department head or
the city manager will discuss the issues with the Council
liaison members involved to determine which meetings would
be the most productive for their involvement.
5. A reasonable attempt shall be made to establish meetings
which accommodate Councilmembers ' schedule. However, the
normal work schedule shall not be slowed by delaying meetings
so that the Council liaison can attend. It is recognized
that in those instances where there are two Council liaison
members to a specific activity, there may be times when
only one of the members is able to attend meetings.
6. Policy on all city matters is determined by a majority
vote of the City Council . Even though they work with
individual Councilmembers, staff members are responsible
for bringing any differing points of view between staff t
and individual Councilmembers to the attention of the entire
City Council , so the full City Council can make the ultimate
decision.
7. It is recognized that, in most cases, members of the policy-
making body should not be involved in negotiations with
the private party, or outside governmental entity. This
preserves the City Council ' s flexibility, and avoids placing
the elected officials in a situation where a premature
commitment might be made.
