HomeMy WebLinkAbout8/25/1987 - MINUTES I (A CITY OF PALM SPRINGS CITY COUNCIL MINUTES AUGUST 25, 1987 An Adjourned Regular Meeting of the City Council of the City of Palm Springs, was called to order by Mayor Bogert, in the Large Conference Room, City Hall , 3200 Tahquitz-McCallum Way, on Tuesday, August 25, 1987, at 3:00 p.m. ROLL CALL: Present: Councilmembers Apfelbaum, Birer, Foster and Mayor Bogert Absent: Councilmember Smith REPORT OF POSTING OF AGENDA: Report of City Clerk: Agenda posted in accordance with Council Policy on August 21, 1987. PUBLIC COMMENTS: a) Peter Marocco, Milliken Company representative, stated that Milliken is a proven leader in the field of carpet tile manufacturing and has a high quality product at a lower cost; and, that Milliken manufactures tufted carpet tiles and uses a fusion bonding method. (See Item 3) LEGISLATIVE ACTION: 1. ANNUAL PURCHASE OF RYE GRASS Recommendation: That the City Council award bid to purchase rye grass seed to Cameron Chemical Co. , Palm Springs, overall low bidder, in the amount of $44,808.32 at $.24 per pound (84) for common rye grass seed, and $.64 per pound for perennial rye grass seed. MO 3995 awarding bid to purchase rye grass seed to Cameron Chemical Company as recommended, was presented; after which, it was moved by Birer, seconded by Apfelbaum, and unanimously carried, Smith absent, that Minute Order 3995 be adopted. 2. CONVENTION CENTER - AUDITORIUM SEATS Consideration of awarding contract for purchase and installation of auditorium seats for the lecture hall (400-425 seats, depending on size). Purchasing Manager stated that the architect and designer specified a particular type of chair for the Convention Center auditorium; that staff noticed variations in the (139) submitted samples from the specifications ; and, that HNTB and staff have requested an additional week before awarding the contract, in order to evaluate the sample chairs. Upon questioning by Council , Purchasing Manager stated that the bids for the chairs are: J.G. Furniture Systems (submitted by Janis et Cie,San Diego) - $429 installed; Herk Edwards, Inc. (Torrance) - $150 installed; American Seating (Grand Rapids, Michigan) - approximately $200; and Seating Concepts (San Diego) - approximately $100; that all sample chairs are available with wood desk tops and pedestal bases; that Council had expressed concern about the upholstery becoming soiled; that the Herk Edwards chair is available r Council Minutes 8-25-87, Page Two 2. CONVENTION CENTER - AUDITORIUM SEATS (Continued) in vinyl , and takes up less space; that cleianing cost is the same for all samples ; and, that the chairs have a ' five-year minimum guarantee. It was the consensus of Council that the Herk Edwards ' chair is a quality chair; that cost of repair should be (139) researched further; and that awarding the contract should be continued for one week, to allow HNTB time to study the conformance of the chair design to the specifications. 3. CONVENTION CENTER - CARPETING Recommendation: That the City Council award bid to purchase carpet for various areas in the Convention Center as follows: Area C2101 to C.O. Minor for $20,464.66; Area C2101-A to Commercial Flooring for $17,579.80; Area C2201 to C.O. Minor for $1,358.98; Area C2301 to C.O. Minor for $2,028.46; Area C2401 to Universal Flooring for $658.56; Area 2501 to Beauty Kist for $11,078.70; Area C2601 to C.O. Minor for $63,955,20; Area C2601-A to Commercial Flooring for $38,21.2.25; and Area C2701 to Beauty Kist for $11,330.34. Purchasing Manager stated that the bid specified Stratton ' carpet, but some bidders proposed Milliken as an alternate; (139) that staff recognizes Milliken as an alternate manufacturer of quality carpeting, but the specifications called for tufted carpeting, with fourth generation branded nylon; that the Milliken carpet sample used the fusion bonding method with an unbranded nylon, and staff does not think it is true to the specifications, since there is no indication it is fourth generation nylon. He stated that the Stratton carpeting is approximately $1,400 less than the Milliken carpeting and that purchasers of the Stratton carpeting seem to be satisfied but only have had the carpet for a short time, which makes it difficult to assess durability. Economic Development & Housing Director stated that staff is concerned about the appearance and durability of the carpet, since it would be in an area of high use, and quality is critical ; that staff prefers the tufted method; that the carpet could be replaced, and the tufted method does provide a year or two more wear, but it is difficult to be accurate on durability, since the carpet tiles are replaced as they wear out. Chuck Purcell , sales representative for Stratton, stated ' that Stratton is approximately the third largest manufacturer of carpeting in the world, and that the subaeitted carpet sample is fire retardant. Peter Marocco stated that Milliken has targeting which has been used for six years in the Los Angeles Airport and the Los Angeles Convention Center; that Milliken's track record is superior; and that he would be pleased to furnish names of the locations where Milliken's carpeting has been supplied. . ti . CONVENTION CENTER - CARPETING Mayor stated that the speciman submitted by Milliken is shown for color only and not quality, and the City would be speculating in purchasing the Milliken brand carpet, although it is a good quality carpet. ( 139) MO 3996 through MO 3999 awarding bids to purchase carpet for various areas in the Convention Center as recommended, were presented; after which, it was moved by Apfelbaum, seconded by Birer, and unanimously carried, Smith absent, that MO 3996 through MO 3999 be adopted. 4. GROUP DENTAL INSURANCE - POLICE 6 FIRE SAFETY EMPLOYEES Recommendation: That the Council approve the City's monthly contribution towards dental insurance For sworn police and fire safety employees through Prudential Insurance company„ effective September 1, 1987, through June 30, (:110) 1988. Resolution 16273 approving City contribution rates, as recommended, was presented; after which, it was moved by ' Birer, seconded by Apfelbaum, and unanimously carried, Smith absent, that Resolution 16273 be adopted. 5. WELWOOD MURRAY LIBRARY Upon motion by Foster, seconded by Apfelbaum, and unanimously carried„ Smith absent, it was determined that the need for action occurred subsequent to the posting of the agenda. Recommendation: That Council approve changing the time (9g) of the hearing concerning the sale of the Welwood Murray Library„ to September 8, 1987, at 2 p.m. , in the City Council Chambers. City Manager stated that there would not be adequate time to notice the change in time for, the hearing, if the matter were heard on September 2, 1987, as originally proposed. Resolution 16274 changing the time of the hearing, as recommended, was presented; after which, it was moved by Foster, seconded by Apfelbaum, and unanimously carried, Smith absent, that Resolution 16274 be adopted.
