HomeMy WebLinkAbout6/9/1987 - MINUTES CITY OF PALM SPRINGS CS, CITY COUNCIL MINUTES JUNE 9, 1987 An Adjourned Regular Meeting of the City Council of the City of Palm Springs, California, was called to order by Mayor -- Bogert in the Large Conference Room, City Hall , 3200 Tahquitz-McCallum, on Tuesday, June 9, 1987, at 3:00 p.m. ROLL CALL: Councilmembers Apfelbaum, Birer, Foster, Smith and Mayor Bogert Absent: None REPORT OF POSTING OF AGENDA: Report of City Clerk: Agenda posted in accordance with Council policy on June 5, 1987. PUBLIC COMMENTS: None LEGISLATIVE ACTION: 1. COMMUNITY DEVELOPMENT BLOCK GRANT, 1987-88 Recommendation: That the Council approve the Community Development Block Grant Application for Program Administration, Housing Rehabilitation, Senior Home Repair, Indian Avenue Street Improvements, Street Lighting, Fire Hydrants, Economic Development Loans and Offsite Improvements for Affordable Housing. City Manager stated that this matter was before the Council on June 3, 1987, and continued for further (85) study of the Senior Center' s request for funding. Senior Center Economic Development and Housing Specialist stated that staff has been working with the Senior Center and Riverside County regarding $200,000 available funding for the Center; that the County is willing to commit $200,000 of 1987-88 funds if the City matches it by $100,000; that the City' s match could be arranged through a loan from the County Economic Development funds, and repaid out of the City's 1988-89 CDBG entitlement, thereby leaving the 1987-88 entitlement intact and readily drawn in accordance with HUD requirements; that the County assume most of the administration of the Center during construction; and that if there are no CDBG funds in 1988-89, the Center could perhaps be funded by a larger loan from City Economic Development funds. Upon questioning by Council , she stated that an assessment must be made of the Center's needs before the staff can go any further, and that the Senior Center is unable to come up with firm costs until it knows the type of building needed, and the specifications are completed. Councilmember Smith stated that the City has an opportunity to develop a program for the Senior Center and should move ahead, since the assumption is that a Center would be built; that a lot of time has been spent on finding a location and the Braille building seems the only possibility. COMMUNITY DEVELOPMENT BLOCK GRANT, 1987-88 (Continued) City Manager stated that the recommendation is a good approach, and even though there are problems with the plans for the Center, the County is willing to expend the funds; that the Council has previously determined that the Braille building is the best location for the Center, but that there: are several problems: 1. The building is presently occupied by the Braille Institute which might ask for an extension of its lease; 2. With the remodeling of the Senior Center parking, Parks and Recreation Commission is concerned about intrusion into the Leisure Services area; 3. It is necessary for the Senior Center to determine what space is needed now. Assistant to Director of Parks, Recreation and Library stated that in 1984 the needs assessment; indicated a 10,000 square foot building was appropriate. Ernie Noia, Director of the Senior Center„ stated that it was the Senior Center' s understanding that it would be notified when the Braille building became available. He stated that the Senior Center wants to build close enough to the Braille building for full use by Seniors during the day; that the Center initially was planned for 10,000 square feet with the additional 6,000 square foot Braille building, but to meet existing needs, it is more economical to build a two-story building which, when added to the Braille building, would total 20,000 square feet; and that the City would be able to utilize some of the building. Councilmember Apfelbaum spoke in support; of funding the Senior Center and Camp Fire through the Block Grant Funds; and that the City needs child care programs. Economic Development Specialist stated that Camp Fire was aware of the Block Grant funding, and has filed an amended request for its building, which may be eligible for funding; and that if the Council wished to grant the funds, the money would go to a program for Parents Education and Parents at Risk. Assistant to Director of Parks, Recreation and Library ' stated that in the past the City has funded child care programs through the Children's Home Society, a program similar to the Camp Fire proposal , and that the Parks and Recreation Department and Economic Development and Housing Division would like to work together in the future on overlapping proposals. She also stated that information on Block Grant funding was made available 290 Council Minutes June 9, 1987 Page 3 1. COMMUNITY DEVELOPMENT BLOCK GRANT, 1987-88 (Continued) to the public, that there is $30,000 available for use and $10,000 could be transferred from 1987-88 Economic Development funds for Camp Fire. It was moved by Apfelbaum, seconded by Birer, and unanimously carried that Resolution No. 16226 allocating the 1987-88 Block Grant entitlement, as follows: Administration (including $2000 for Volunteer Center) $70,800 Housing Rehabilitation 25,000 Senior Home Repair 10,000 Indian Avenue Street Improvements 10,000 Street Lighting 10,000 Fire Hydrants 7,500 Economic Development Loan Program 95,700 Offsite Improvements for Housing 100,000 Desert Highland Park Safety Lighting 15,000 Campfire Youth Scholarships i01000 be adopted; and, That a $100,000 loan from the County be accepted to assist in funding the Senior Center building, and repaid, out of the 1988-89 CDBG entitlement. ' Sunrise Village Mobile Home Lease Economic Development & Housing Specialist stated that Santiago Corporation is interested in assuming the loan for the lease of the mobile home project from Fredericks Development and was presented at Study Session on April 28, 1987; that the loan is in escrow, and will close by the end of June, 1987, but that Council approval is required for an assignment of the lease; that a new lease is being proposed, and the entire 38 acres are to be developed for low or moderate income housing and families; and that the project will be subject to the Rent Control Ordinance to assure that it remains affordable housing. Upon questioning by Council , she stated that, of the approximately 100 acres, 40 acres would remain for additional City projects; that Santiago is discussing a recreational facility in the mobile home park, and is interested in leasing the 40 acres for affordable housing; that Santiago assumed the loan about one month ago, and is working with Planning and Economic Development staff to clean up the park ' area by removing several substandard trailers, improving landscape plans, and proposing a new manager' s office and trailer; that Santiago does not like the present central parking, and is working to avoid the design on the remaining acreage; that Block Grant moneys are available for landscaping and windbreaks; and that the park is in its present condition partly because some mobile homes have been abandoned, or have deteriorated, and some are being subleased in violation of the lease.
