OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING REVISED PLANNED DEVELOPMENT
DISTRICT #185, CASE 5,0421 , TO ALLOW PHASED
REDEVELOPMENT AND EXPANSION OF THE DESERT HOSPITAL
AND RELATED HEALTH CARE USES ON 25.69 ACRES BOUNDED
GENERALLY BY INDIAN AVENUE, MEL AVENUE, VIA
MIP,ALESTE & TACHEVAH DRIVE, R-2/R-4 ZONES,
SECTION 11 ,
WHEREAS the City Council approved Planned Development District #185, a
` redevelopment and expansion plan for the existing Desert Hospital campus at
1150 N. Indian Avenue, on November 18, 1987; and
WHEREAS application has been received from Desert Hospital Corp. for a revised
M redevelopment and expansion plan; and
WHEREAS the Planning Commission has recommended approval of the application
including the revised preliminary phased master plan, after holding public
hearings in accordance with ordinance procedures; and
it
WHEREAS the City Council is in agreement with the recommendation of the
Planning Commission.

NOW THEREFORE BE 11' RESOLVED that the City Council of the City of Palm
Springs, California„ does hereby approve Planned Development District No. 185,
as revised, based on the following findings and subject to the following
conditions:
FINDINGS
I . That the hospital expansion program is necessary and desirable for serving
the continuing health care needs of the community, is in harmony with the
objectives of the General Plan and is not detrimental to existing uses.
2. That the 26.4—acre site is adequate in size and configuration to
accommodate the expansion program and all property development standards in
order to adjust the Hospital to the neighborhood.

3. That a planned development district in lieu of a change of zone to "P" is
necessary in order to maintain the specialized nature of this hospital
campus.
• 4. That the project is located on Indian Avenue, Tacheva'n Drive and Via
` Miraleste, all of which are required to be fully improved in order to carry
the type and quantity of traffic generated by the Hospital at full buildout
with the required mitigation measures.
5. That the visual impact of the high—rise portions of the Hospital is not
significant even with reduced setbacks,
6. That the establishment of a permanent helipad in the southwest quadrant of
the hospital campus will not create any new noise conflicts with
surrounding residential properties.
7. That the proposed conditions are deemed necessary to protect the public
health, safety and general welfare of the surrounding community.

CONDITIONS '
1 . All Development Committee conditions (August 28, 1989) shall be complied
with.
2. All mitigation measures of the Environmental Assessment shall be complied
with:
as The provisions of Chapter 70 of the Uniform Building Code blowsand
abatement measure, as amended by the City, shall be complied with.
b. The helipad shall be used for emergency trauma patients only. A
flight operations plan including routing, glide path ratio, height,
and location shall be submitted with final development plans and this ,
plan shall receive all necessary approvals from appropriate
governmental agencies. The helipad operations shall proceed for one
year and then be subject to review for continued operation by the �
City Council at the end of that time on the impacts to the
neighborhood, usage, etc. "

c. As a critical facility, the planning and design of facilities on this
site shall take into account the likelihood of an earthquake of
magnitude 7.5 on both the San Andreas and San Jacinto faults. c
d. Desert Hospital will upgrade the existing traffic signal at; Indian `
Avenue and Tachevah Drive from 2 phases to 8 phases to allow for
protected left turning movement at which time the left turning
warrant improvements are met.

Desert Hospital will participate in the cost of the installation of a
traffic signal at Via Miraleste and Tachevah Drive when warrants are
met, at a percentage of cost that relates to the percentage of impact
from the hospital generated at this intersection at time of warrant. '
Desert Hospital will participate in the cost of the installation of a
traffic signal at Avenida. Caballeros and Tachevah Drive when warrants
are met, at a percentage of cost that relates to the percentage of
impact from the hospital generated at this intersection at time of
warrant.
e. The parking along the following streets shall be removed to provide
adequate capacity for the traffic volumes that will be generated by
this project: V
Via Miraleste — Tachevah Drive to Mel Avenue
Tachevah Drive — Indian Avenue to Avenida Caballeros
Mel Avenue — Indian Avenue to Ilia Miraleste ,
Avenida Palos Verdes -- Paseo el Mirador to Mel Avenue

The timing of removal shall be determined by the City°s Traffic
Engineer.
f. All driveway openings shall be installed a minimum of 200 feet apart
and shall be constructed per City Standard Drawing #205 and shall be
a minimum of 32 feet -in width with a 25—foot radius return.
3. The open space requirement of 40% for professional complexes shall
be required of this project. Areas which contain decorative paving,
as well as the E1 Mirador project, may be used to satisfy this
requirement. ,
4. All parking areas/structures shall be setback from the property line
a distance of 25 feet along all street frontages.

5. As this project is a phased development, the required off—site
improvements shall be constructed in conjunction with on—site
development as follows:
ao Parking Lot "D": Construct- 8' sidewalk on Indian Ave. adjacent to
Parking Lot "D'e
b. Oncology, Radiology, Parking Cot "D" or the Nelipa.d: Construct curb,
gutter and sidewalk, and construct as—street improvements on
Tachevah Dr.
c, Parking Lot "A": Construct 8' sidewalk and '—street improvements on
` Paseo el Mirador<
do Engineerinq Building or Parking Lot "C": Construct z—street
" improvements, curb, gutter, sidewalks and safety lights on Ave. Palos
Verdes, Mel Ave. and Via Miraleste.
6. The required preliminary landscaping plan shall include a street tree
program and shall define major pedestrian walkways with trees, pergolas
and/or other, similar elements.
7. The parking structures shall be designed to reduce their apparent bulk
and height,
