HomeMy WebLinkAbout5/20/1986 - MINUTES _iTY jF PALM SPRINGS CITY COUNCIL MINUTES MAY 20, 1986 An Adjourned Regular Meeting of the City Council of the City of Palm Springs was called to order by Mayor Bogert, in the Large Conference Room, 3200 Tahquitz-McCallum, on Tuesday, May ' 20, 1986 at 1:50 p.m. ROLL CALL: Present: Councilmembers Apfelbaum, Birer, Foster, Smith and Mayor Bogert Absent: None LEGISLATIVE ACTION: 1. PD 164 - P.S. PROJECT JOINT VENTURE (CONVENTION CENTER) Planning Director stated that the architectural concept of the Hotel was approved by the City Council on May 7, 1986 and, since approval was only conceptual , the architects have stopped working on the project, pending a more definitive approval . He stated that the Council needs to approve the architecture of i;he building to allow construction documents to continue in production, but that would not mean a total detail approval ; and, that there is still the continuing process of the review of details. He also stated that the Architectural Advisory Committee approved the colors in concept, but specific colors need to (139) be looked at in the field; that landscaping has remained a more formal approach, with formal water fountains; and, that it has been suggested that the landscaping material be contract grown; that the blue tile has not been finalized; that the Architectural Advisory Committee thinks the stairway does not integrate into the design; and, that the wording "concept" should be removed. Upon questioning by Council , Planning Director stated that the Architectural Advisory Committee suggested that the colors and details relating to the structure be dealt with separately from the building itself; that the architectural sketch shows different columns for the building; and that a decision still needs to be made as to whether the columns are to be plaster or stone. Councilmember Foster stated the items approved to date, as well as the columns, should be in a specific motion, but that the Council was still not approving what was being asked for. Councilmember Smith stated that the applicants are not receiving a blank check, and column material should ' be specified by the Council and not the applicant, and offered the following motion, which was seconded by Birer: That the architecture of the Hotel and Convention Center, including colors and materials as submitted to date, be approved with final detailed colors to l Council Minutes 5-20-86 Page 2 I. PROJECT JOINT VENTURE (CONTINUED) be reviewed in the field; that revised landscape concept be approved subject to submittal of final detailed landscaping, irrigation and exterior lighting plans; that the review of additional , ongoing submittals, including column materials and detailed working drawings, be handled by a subcommittee, subject to (139) final Council review; and that final landscaping, irrigation, and exterior lighting plans be reviewed by the Architectural Advisory Commission and Planning Commission, subject to final City Council approval . Willie Gieler„ of G&H interests, stated that the motion was satisfactory, if approved as stated, and that all details need to be finalized. The above motion, incorporated as Resolution L5870, was presented; after which, it was approved by the following vote: AYES: Councilmembers Birer, Smith and Mayor Bogert NOES: Councilmembers Apfelbaum and Foster ABSENT: None ADJOURNMENT: There being no further business at 2:53 p.m. Mayor Bogert declared the meeting adjourned.
