CITY COUNCIL MINUTES
OCTOBER 22, 1985
An Adjourned Regular Meeting of the City Council of the City of Palm
Springs, was called to order by Mayor Bogert, in the Large Conference
Room, 3200 Tahquitz/McCallum Way, on October 22, 1985, at 3:08 p.m. .
ROLL CALL Present : Councilmembers Birer, Foster, Smith (entered
during meeting) and Mayor Bogert
Absent: Councilmember Maryanov
The meeting was opened with the salute to the Flag and a moment of
silence.
COMMISSION APPOINTMENTS :
Mayor announced his appointment of Frank Purcell to the Economic
Development Commission to fill unexpired term of Curt Ealy,
ending 6-30-86; after which, it was moved by Bogert, seconded by
Foster, and unanimously carried, Maryanov and Smith absent, that
said appointment be approved.
LEGISLATIVE ACTION
1. AIRPORT RUNWAY AIP04 - CHANGE ORDER NO. 3
Recommendation: That Council approve Change Order No. 3 to
agreement with Massey Sand & Rock Company, to reclaim land
disturbed by the Airport Runway improvement project.
Assistant City Manager stated that questions had been raised
by the Council at its October 10 meeting, and that staff was
instructed to review the informal quotes and investigate
other options.
Dennis Hoffman, Consultant, stated that he had received lower
and higher quotes other than those reported to Council
October 16 and distributed cost analysis exhibits ; that, in
some cases, lower quotes did not meet specifications; that a
double cost difference exists between slow and quick release
fertilizers; that binder or dust palliative come in a variety
of types purported to be equal , but when analyzed, may take
twice as many gallons; and that a lower quality product reduces
labor and project costs.
Airport Manager stated that the Westgate proposal of $.015 per
square foot was for seeding dry rye grass, buying bulk seeds,
paying $6. 50 - $7.50 an hour for labor, and did not cover cost
of water; that prevailing wage scale and other factors results
in a cost increase of $.028 per square foot; and that irrigation
pipe rental for approximately three months would be $99,000
based on $700 an acre. He stated that the purpose of the grass
is for soil stabilization, and once it has grown and died back,
the roots keep the soil stable.
Airport Manager stated that wage rates under the Davis Bacon
Act must be complied with in order for the project to receive
Federal funds ; and that FAA will pay 90% of cost under those
conditions ; and that the City may pay 10% of $25 an hour or 100%
of $6. 50 an hour.

Consultant reviewed the recommended alternative, previously
presented, and recommended that the Massey Sand & Rock
Company proposal be accepted; after which, he introduced Eric
Johnson, a local landscaping, seeding consultant and environ-
mentalist, who had assisted him in developing the specifications.
Considerable discussion ensued regarding the technology, watering,
types of plants, methods and alternatives to reach the desired
result.
Assistant City Manager stated that the original contract was to
stabilize 342' acres, and that the Change Order increases it to
140 acres; and that: $3,920 per acre for seeding, watering, and
the whole process is the least expensive alternative.
Minute Order 3656., approving Change Order No. 3, to Massey Sand
& Rock Company, Agr. No. 2210, and Resolution 15672 approving
amendment to budges: to appropriate $307,300 were presented;
after which, it was moved by Birer, seconded by Smith, and
carried by the following vote, that Minute Order 3656 and
Resolution 15672 be adopted:
AYES: Birer, Smith and Bogert
NOES : Foster
ABSENT: Maryanov
ADJOURNMENT
There being no further business, at 3:45 p.m. , Mayor declared
the meeting adjourned.
