CITY OF PALM SPRINGS
CITY COUNCIL MINUTES
FEBRUARY 21 , 1984
An Adjourned Regular Meeting of the City Council was tailed to order
by Mayor Bogert, in the Large Conference Room, City Hall , 3200 Tahquitz-
McCallum Way, on Tuesday, February 21 , 1984, at 12:30 p.m. , and following
adjournment for study session, reconvened at 3:55 p.m.
ROLL CALL: Present: Councilmembers Foster, Smith, Maryanov & Mayor
Bogert
Absent: None
LEGISLATIVE ACTION:
1 . CONVENTION CENTER - PROJECT OVERVIEW DOCUMENT
Mayor stated that he would abstain from this matter, at which
time, Mayor pro tem Maryanov chaired the meeting.
Recommendation: That the Council approve the Project Overview
Document accurately reflecting the mutual understanding of the
current plans of the City and SENCA/Doubletree, Inc. ; and
authorize transmittal thereof to financial underwriters and
other interested parties.
Economic Development & Housing Director stated that the document
is a planning document and the Convention Center may or may
not proceed in accordance with the document as written, and
copies are available at the library for review and comment by
interested persons. He stated that, generally, the review process (139)
requires that various boards and commissions review the project
prior to final action by the Council , therefore, the recommenda-
tion is to approve the plan subject to development of final
Detailed Development Agreement (DDA) , review of the financing
plan for reasonableness and feasibility, and architectural review.
He stated the process will include City development application
and committee review, environmental assessment, Architectural
Advisory Committee, Planning Commission, and Economic Development
Commission review, in addition to review by other regulatory
agencies deemed appropriate, e.g. , County, School District,
and Flood Control .
Mayor pro tem opened the meeting for Public Comments, during
which Jeremy Crocker, 330 West Arenas Road, sole speaker,
expressed concern that the plan would commit taxpayers to a
$22 million debt; scarring of the mouth of the Tahquitz Canyon,
particularly, if a dam were installed; and that the City should
develop figures for the community' s reaction to see if it really
wants the project considered for the community. He commented
on the Desert Fashion Plaza Expansion project, and costs and
acquisition difficulties related thereto.
There were no further public comments.
City Manager stated that process recommended fits Mr. Crocker's
suggestion, in that additional information and scrutiny is to
be sought from the financial community to develop a "range of
costs" within which the facility would be possible; and that
the final Desert Fashion Plaza costs to the Community Redevelop-
ment Agency were within the "range of costs" developed six months
ago, although at the higher end of it.

Resolution 14955, approving a project concept for the Convention
Center/Cultural Center, and transmittal of the Project Overview
Document to financial underwriters and other interested parties,
as recommended, was presented; after which, it was moved by (139)
Foster, seconded by Smith, and unanimously carried, Bogert
abstaining, that Resolution 14955 be adopted.
Councilmembers Maryanov and Foster concurred that the plan
included the concept of looking at setting aside land for a
cultural center.
ADJOURNMENT
There being no further business at 5 p.m. , Mayor declared the
meeting adjourned to Tuesday, February 28„ 1984, at 2 p.m. ,
in the Large Conference Room, City Hall .
