AN ORDINANCE OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AMENDING THE PALM SPRINGS REGIONAL
AIRPORT ORDINANCE, CHAPTER 11 . 33 OF THE PALM SPRINGS
MUNICIPAL CODE, AND THE PALM SPRINGS
REGIONAL AIRPORT GROUND ACCESS REGULATIONS,
CHAPTER 11 . 34 OF THE PALM SPRINGS MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
DOES ORDAIN AS FOLLOWS :
SECTION 1 . Section 11 . 33 . 030 of the Palm Springs Regional
Airport Ordinance, Chapter 11 . 33 of the Palm Springs
Municipal Code, is hereby amended to read as follows :
11 . 33 . 030 Duties and Responsibilities . The duties
and responsibilities of the Airport Commission and the
Director of Aviation are:
The responsibilities of The Airport Commission
shall be as provided in Chapter 2 . 16 of the Palm
Springs Municipal Code.
The Director of Aviation has full responsibility
and authority for planning and directing the
operations of the Airport, and for coordinating
policies and procedures with Airport tenants and
governmental agencies . The Director of Aviation
shall have the authority, with the approval of the
Airport Commission, to promulgate such
administrative rules, regulations and procedures as
are necessary to effectuate the purposes of this
chapter and chapter 11 . 34 of the Palm Springs
Municipal Code.
SECTION 2 . The Palm Springs Regional Airport Ordinance,
Chapter 11 . 33 of the Palm Springs Municipal Code, and the
Palm Springs Regional Airport Ground Access Regulations,
Chapter 11 . 34 of the Palm Springs Municipal Code, are hereby
amended such that all references therein to the Director of
Transportation and the Airport Manager shall hereinafter be
deemed to refer to the Director of Aviation.
SECTION 3 . Section 11 . 34 . 030 of the Palm Springs Regional
Airport Ground Access Regulations , Chapter 11 . 34 of the Palm
Springs Municipal Code, is hereby amended to add the
following sentence to the end of said Section:
The Director of Aviation may delegate to SunLine Transit
Agency the permit issuance procedure under this Section
which procedure shall be administered pursuant to the
standards established under the Palm Springs municipal
code and in compliance with all rules and regulations of
the City.
SECTION 4 . Section 11 . 34 . 060 of the Palm Springs Regional
Airport Ground Access Regulations , Chapter 11 . 34 of the Palm
Springs Municipal Code, is hereby amended to read as follows:

11. 34 . 060 Taxicab operation of. All taxicabs
picking up or dropping off passengers at the airport
shall comply with the provisions of this Chapter and the
regulations promulgated thereunder and with those
permits required by SuriLine Transit Agency and all
ordinances , rules and regulations of SunLine Transit
Agency applicable to the operation of taxicabs
designated by the Director of Aviation.
SECTION S . Section 11.. 34, 1.10 of the Palm Springs Regional
Airport Ground Access Regulations, Chapter 11 . 34 of the Palm
Springs Municipal Code, is hereby amended to read as follows :
11 . 34 . 110 Meeters and greeters . Any person working
for a permitted company wishing to meet and greet
arriving passengers and after receiving a no--fee meeters
and greeters permit from the ground transportation
center , may do so under the following conditions .:
( 1 ) Bus and Commercial Vehicle Drivers . Bus
and cominercial vehicle drivers may meet their
passengers in an area designated by the director of
aviation. Drivers may hold a sign not to exceed
216 square inches in size with the customer ' s name
or affiliation.
( 2) Hotel/Motel Courtesy Vehicle Drivers .
Hotel/motel courtesy vehicle drivers may meet their
passengers in an area designated by the director of
aviation. If the hotel/motel represented is an
advertiser in the terminal, the driver may hold a
sign, not to exceed 216 square inches in size with
the hotel name, if not an advertiser in the
terminal, the driver may hold a sign of the same
size with the customer ' s name or affiliation.
( 3) Destination Management Firms . Firms or
non-profit event organizers that specialize in the
handling of large group arrivals may have two
meeters in two locations designated by the director
of aviation and may hold a sign not to exceed 216
square inches in size with the arriving group ' s
name.
( 4 ) Limitations . No firm or organization
shall have more than one meeter and greeter in the
area(s ) designated by the director of aviation
except as specifically provided above and except
when leasing space in the ground transportation
center for special events .
SECTION 6 . The Palm Springs Regional Airport Ground Access
Regulations , Chapter 11 . 34 of the Palm Springs Municipal
Code, is hereby amended, by adding thereto a new section to be
numbered 11 . 34. 210 and reading as follows :
11 . 34 . 210 Enforcement by SunLinel Transit Agency.
The Palm Springs city council hereby authorizes the
Director of Aviation to delegate to SunLine Transit
Agency and its officers and employees the enforcement of
violations of Chapters 11 . 33 and 11 . 34 of the Palm
Springs Municipal Code, and any rules and regulations

promulgated thereunder, as well as the enforcement of
violations of Ordinance No. 91-1 of the SunLine Transit
Agency, as amended from time to time, and any additional
or successor ordinances thereto regulating the licensing
and operation to taxicabs, occurring at the Palm Springs
Regional Airport . Violations of Cha-otees 11 . 33 and
11 . 34 of the Palm Springs Municipal Code, whether
observed and cited by officers and employees of SunLine
Transit Agency or by officers and employees of the city
may be enforced, at the election of the Director of
Aviation, either in the administrative hearing process
established by SunLine Transit Agency pursuant to
Ordinance 91-1 of SunLine Transit Agency, as amended
from time to time, or by any other means available by
law.
SECTION 7 . EFFECTIVE DATE. This Ordinance shall be in full
force and effect thirty ( 30 ) days after passage.
SECTION 8. PUBLICATION. The City Clerk is hereby ordered and
directed to certify to the passage of this Ordinance, and to
cause the same or a summary thereof or a display
advertisement , duly prepared according to law, to be
published in accordance with law.
