AN ORDINANCE OF THE CITY OF PALM SPRINGS,.
CALIFORNIA, ADDING CHAPTER 12 .84 OF THE
PALM SPRINGS MUNICIPAL CODE REGULATING
THE OPERATION OF" GOLF CARTS ON CITY
STREETS AND AUTHORIZING THL CONSTRUCTION
OF GOLF CART CROSSINGS
WHEREAS, the City of Palm Springs is a resort community which
prdvides numerous golfing facilitir , to residents and
visitors; and
WHEREAS, California Vehicle Code Sections 21.115 and 21115 . 5
authorize the City to permit and regulate the operation of
golf carts on City streets en route to golfing facilities by
establishing golf cart routes and golf cart crossing zones;
and
WHEREAS, the Canyon Country Club in Palm Springs permits the
use of privately-owned golf carts on its golf course and
residents living near the golf course on the streets as
designated in Section 12.84.030 of this ordinance wish to
drive their golf carts the short distance to the golf course
on these city streets; and
WHEREAS, Golf Club Drive bisects the Palm Springs Municipal
Golf Course forcing golfers to drive their golf carts across
Golf Club Drive to access the rest of the golf course; and
WHEREAS, in order to protect: the health, safety and welfare
of the citizens of the City of Palm Springs and the operators
of golf carts when travelling on City streets, the City
Council finds it necessary to designate golf' cart routes in
the vicinity of Canyon Country Club Golf Course and crossing
zones along Golf Club Drive and authorize the City 'Traffic
Engineer to establish these routes and crossing zones with
appropriate signs , markings and traffic control devices to
allow safe operation of these vehicles on City streets .
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1 . Chapter 1.2 . 134 of the Palm Springs Municipal Code
is hereby added to read as follows :

12.84. 010 Definitions.
(a) "Golf cart" means a motor vehicle having not
less than three wheels in contact with the ground,
having an unladen weight less than 1,300 pounds, which
is designed to be and is operated at not more than 15
miles per hour and designed to carry golf equipment and
not more than two persons, including the driver .
(b) "Darkness" means any time from one-half hour
after sunset to one-half hour before sunrise and any
other time when visibility is not sufficient to render
clearly discernible any person or vehicle on the highway

at a distance of 1,000 feet.
(c) "Real estate development offering golf
facilities" means an area of single-family or multiple-
family residences, the owners or occupants of which are
eligible for membership in, or the use of, one or more
golf courses within the development by virtue of their
ownership or occupancy of a residential dwelling unit in
the development.
12.84. 020 Golf cart routes--Establishment .
(a) Whenever any ordinance of this city designates
any street or portion thereof as a street upon which the
city permits persons to operate golt carts, the city
traffic engineer shall designate such street as a golf
cart route by erecting and maintaining appropriate signs
on those streets affected by such ordinance. Except as
provided in Section 12 .84.070, no person shall operate a
golf cart on any street not designated by the city as a
golf cart route.
(b) Only those streets with a speed zone of 25
miles per hour or less located adjacent to, or providing
access to, a golf course or located within or bounded by
a real estate development offering golf facilities shall
be eligible for designation as a golf cart route. No
street shall be so designated for a distance of more
than one mile from the golf course unless such street is
located within a real estate development .
12. 84.030 Designation of streets . The following
streets or portions of streets are designated as streets
upon which persons may operate golf carts °

12 .84. 040 Golf cart operating regulations .
(a) Any person operating a golf cart on designated
city streets shall abide by all applicable traffic laws
of the city and state.
(b) No person shall operate a golf cart on a
designated city street after darkness unless the golf

cart conforms with the equipment requirements of the
California Vehicle Code.
(c) No person shall operate a golf cart on a
designated city street for any other purpose than trans-
porting persons and golfing equipment to or from a golf
course.
12.84 . 050 Golf cart crossing zones--Establish-
ment--Signs . Whenever an ordinance of this city
designates any area of a street as a golf cart crossing
zone, the city traffic engineer is authorized to
establish such crossing zone by placing and maintaining
appropriate markings upon the surface of the street and
installing and maintaining appropriate signs and traffic
control devices near the crossing zone.
12 .84 . 060 Designation of crossing zones . The
following areas are designated as golf cart crossing
zones :
1 . Crossing Mesquite Avenue at the intersection
of Mesquite Avenue and Farrell Drive.
2 . Crossing[ Golf Club Drive south of 34th Avenue.
3 . Crossing Golf- Club Drive north of Bolero Road.
4. Crossing Golf Club Drive north of Portola
Drive.
12.84 . 070 Golf cart crossing zone:;--Use.
(a) No person while operating a golf cart shall
cross a roadway other than in a marked crossing zone
unless such roadway is an authorized golf cart route as
designated in Section 12 .84. 020.
(b) No person while operating a golf cart shall
cross a roadway within a golf cart crossing zone any
time after darkness .
SECTION 2. EFFECTIVE DATE. This Ordinance shall be in full
force and effect thirty ( 30) days after passage.
SECTION 3 . PUBLICATION. The City Clerk is hereby ordered
and directed to certify to the passage of this Ordinance, and
to cause the same or a summary thereof or a display adver-
tisement , duly prepared according to law, to be published in
accordance with law.
