HomeMy WebLinkAbout2/10/1981 - MINUTES CITY OF PALM SPRINGS CITY COUNCIL MINUTES FEBRUARY 10, 1981 A Regular Adjourned Meeting of the City Council was called to order by Mayor Doyle, in the Large Conference Room, City Hall , 3200 Tahquitz-McCallum Way, on Tuesday, February 10, 1981 , at 3 p.m. ROLL CALL: Present: Councilmembers Field, Ortner, Rose and Mayor Doyle. Absent: Councilmember Beirich (Mr. Beirich entered during discussion of Item 1 ) PUBLIC HEARINGS: 1 . TIME-SHARE MORATORIUM EXTENSION Director of Community Development reported that the urgency ordinance adopted by the Council October 15, 1980, will expire on February 15, 1981 , and since the proposed ordinance dealing with land use issues is being considered by the Planning Commission and a. recom- mendation thereon will not be made by February 15, 1981 , the Commission concurrently considered the extension of the moratorium and recommends that it be extended for a period up to eight months. He stated that upon adoption of the controlling ordinances, recommendation would also be made to lift the moratorium. Here Councilman Beirich entered and joined the meeting. In answer to questions by Council , Director of Community Development stated that there are six projects which were in the process of selling units at the time of the adoption of the urgency ordinance, and therefore not covered by it; and that legal counsel has indicated that the Council could prohibit time-share in the City, but it would have to make findings that same would be (103) detrimental to the public health, safety and welfare. Councilman Field stated that there has been dialogue in the community relative to time-share and it should continue and the Council should be receptive to it, and that if such findings are necessary and within the desire of the community, then they should be heard. Mayor declared the hearing open; there being no appearances, the hearing was closed. City Manager read title of Urgency Ordinance 1132 as follows: AN ORDINANCE OF THE CITY OF PALM SPRINGS, CALIFORNIA, DECLARING THAT A CONTINUED STATE OF EMERGENCY EXISTS WHEREIN THE PUBLIC SAFETY, HEALTH, AND WELFARE ARE THREATENED AND EXTENDING FOR A PERIOD OF UP TO EIGHT MONTHS ORDINANCE 1118 THEREBY CONTINUING A MORATORIUM ON THE FURTHER ESTABLISHMENT OF TIME-SHARE PROJECTS IN ANY ZONE WITHIN THE CITY OF PALM SPRINGS. It was moved by Field, seconded by Ortner, and unani- mously carried, that further reading be waived, and that Ordinance 1132 be adopted. ttpp raj �l vi Council Minutes 2-10-81 Page 2 ADJOURNMENT There being no further business at 3:15 p.m. , Mayor declared the meeting adjourned.
