SANTA ROSA MOUNTAIN CONSERVANCY APPOINTMENT Motion to add appointment of representation to the Santa Rosa Mountain conservancy, due to need arising subsequent to posting of the agenda,was presented; after which,it was (060- moved by Barnes, seconded by Hodges, and unanimously carried that the matter be 031) added. Motion to appoint Councilmember Reller-Spurgin was presented; after which, it was moved by Barnes, seconded by Oden, and unanimously carried, that Councilmember Reller-Spurgin be appointed. DEPARTMENTAL REPORTS -Received&Ordered Filed (121- a) Treasurer's Investment Report-May 31, 1999 002) CITY COUNCIL reports or requests PUBLIC reports or requests STAFF reports or requests — City Manager reported completed business negotiations regarding U.S. Filter, copy of statement on file in Office of the City Clerk. ADJOURNMENT: There being no further business, Mayor declared the meeting adjourned at 9:40. PATRICIA A. SANDERS City Clerk Statement for July 7, 1999: I would like to report out that staff has completed business negotiations, as directed by City Council, of a 15 year lease of the wastewater treatment plant to US Filter. The fine points of the negotiations will be delineated in a Memorandum of Understanding which will come to the City Council on July 28,1999. The fifteen year lease will not be presented to city council for action until after the November election results. If in the wisdom of the voters the city is allowed to proceed with the leasing of the plant the following broad benefits of the negotiations would be passed onto the rate payers:: 1. There would be an overall reduction of user fees paid to the city of 30%; and 2. There would be a reduction in the Sewer Connection Fee of 40%; and 3. The in-lieu property fee would eliminated; and 4. There is a fixed price for the expansion of the plant to 12.9mgd of $4,845,000 instead of the $13 million plus master planned addition. At the July 14" study session staff will present additional information concerning the wastewater treatment plant as well as an analysis of the most recent DWA proposal. 01 L
