TO: City Council
FROM: Procurement Manager and Director, Department of Facilities
AWARD OF BID IFB 00-01 FOR PALM TREE TRIMMING AT VARIOUS LOCATIONS IN THE CITY OF
PALM SPRINGS
RECOMMENDATION:
It is recommended that the City Council award Bid(IFB)00-01 for Palm Tree Trimming at various locations in the
City of Palm Springs to Desert View Arborists of Palm Desert, CA on a unit price basis of $16.00 per tree for
removal of seed pods and $16.00 per tree for removal of seed pods and fronds, for a projected total cost of
$49,472.00.
BACKGROUND:
IFB No. 00-01 for Palm Tree Trimming was advertised in the Desert Sun on May 30, 1999 and concurrently mailed
to or picked up by 62 firms. Six bids were received, opened and read publicly by the Procurement Office at the bid
opening time and date of 3:00 P.M., June 22, 1999. Results of this IFB are as follows:
Per Tree Rates
Contractor Pod Removal Pod/Frond Projected Total
Desert View Arborists $16.00 $ 16.00 $ 49,472.00
Golden Bear Arborists $14.25 $ 19.00 $ 49,960.50
CLS Landscape $12.50 $ 28.85 $ 58,956.70
Tip Top Tree Service $22.00 $ 45.00 $ 96,590.00
West Coast Arborists $38.00 $ 78.00 $167,176.00
Leonard Chaidez Tree Service $70.00 $145.00 $309,590.00
The palm trees to be trimmed are located at various sites throughout the City, including the Palm Springs Regional
Airport,parkways,Convention Center,parks,Wastewater Treatment Plant,Downtown,and surrounding government
buildings.
The Contractor will remove seed pods only from approximately 1,850 trees, and both seed pods and fronds from
approximately 1,242 trees. The request to award on the basis of unit price is made to facilitate adjustments, which
are normally required while work is in progress.
Subsequent to award of bid for palm tree trimming, approval of a deductive change order reducing the scope of work
is being requested. Due to construction scheduled to commence July 26`h on Palm Canyon Drive, 258 palm trees
need to be trimmed prior to July 23"in order to remain clear of construction-related entanglements. Because the City
is required to provide time to the contractor to acquire and submit bonds and related insurance documentation this
work could not have been completed by the July 23 deadline. Staff authorized the low bidder, Desert View Tree
Service,to perform the portion of work(trimming of 258 palms)in conflict with the Palm Canyon Drive construction
schedule in an amount totaling$4,128.00. The Purchase Order authorizing the Palm Canyon Drive work contains
the provision that the work must be completed prior to July 23rd. Approval for the deductive change resulting from
this action is requested in a separate staff report.
In previous years members of the public have observed that they have palm trees trimmed at home for as little as
ten dollars($10)per tree, raising the question of why it costs the City more. Only licensed contractors able to meet
the City's insurance requirement for general liability, vehicle and workers' compensation are eligible for award of
contract. The successful contractor is required to provide traffic control and safety equipment to protect the public
and the contractor's employees. The fronds and seed pods must be removed to a destination acceptable to the City
and in keeping with the City's policies for handling green waste. The contractor is also required to provide bonds
as required by the City slid California Public Contract Code. .1.7 M
