JOINT MEETING OF THE CITY COUNCIL
AND MOUNT SAN JACINTO WINTER PARK AUTHORITY MINUTES
May_18, 2004
A Joint Special Meeting of the City Council of the City of Palm Springs, California, and the
Mount San Jacinto Winter Park Authority was called to order by Mayor Oden, at the Palm
Springs Aerial Tram, Upper Station, located at 1 Tramway, Palm Springs, California, on
Tuesday, May 18, 2004, at 3:30 p.m.
ROLL CALL: Present: Councilmembers Foat, McCulloch, Mills, Pougnet and
Mayor Oden
Absent: None
ROLL CALL: Present: Park Authority: Elvin Moon, Kathy Block, Rick Service John
Wessman, Bob Hargreenes, Nancy Nichols, Secretary,
Chairman Nancy Stuart and Rob Parkins, General Manager
Absent: Lloyd Maryanov
The meeting was opened with the Salute to the Flag.
REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in
accordance with Council procedures on May 14, 2004.

PUBLIC COMMENTS: None
1. TRAMWAY SIGNAGE

Rob Parkins stated the sign today is very non-descript, that the station has been
upgraded, now the sign is in need of change, that the Tram wants to work with
the City to erect a new sign on another monument sign for the Visitors Center.

Ms. Block questioned if the sign will be digital on both sides, that the answer is
yes,
Mr. Service asked of the composition of the sign, will be both metal and plastic.
Ms. Block inquired regarding the posts, existing posts will be utilized. �
Ms. Stuart inquired if the borders of the sign are black, it was stated that different
colors could be looked at.
Mr. Wessman, Ms. Block and Mr. Service all agreed they do not like the sign as it
now looks.

Mr. Wessman stated the sign needs to be more innovative, could include a tram
car, this is stating what it is all about.

Mayor Oden stated it will be the second sign in the City that tourists see when
coming into town, that the size is not all that important, because it is tall doesn't
mean people will see it, what is wanted is that it will stand out.
Mr. Service stated that just redoing the poles and colors is not enough, should
have the words "World Famous" on it, could be post-modern.
Mr. Parkins stated they will reconsider the design of the sign and try to
coordinate it through the City.
2. SAN JACINTO MOUNTAIN PARK AUTHORITY TRAMWAY PRESENTATION
Mr. Parkins stated that most of the facility had been remodeled, a 5-year Capital
Plan is in the process, projected project when the money is obtained will be ft
restroom and museum remodel, a putting green, 4-D movie, a General Plan is in ft"
place and in the process of putting a Management Plan in place. A Ranger
Center will be created allowing hikers to pass thru the Center so demand of use
will b known. Thru the Ranger Station to the meadow will have a walkway to the ..
stables for mules and a skating pond will be installed with a snow machine. The NM »
snow machine will extend the season by a month on each end, that is, in k""
September and April. Before we can get started, a Management Plan must go to tom"
the State Parks and have hearings on each issue. The Sierra Club will be "
available for comments, we will work with them to educate the value of State
Parks.
The use of a two-seater transporter was discussed. It will be single rail at a cost
of $250,000 with some installation.
