PALM CANYON DRIVE REHABILITATION PROJECT
RECOMMENDATION:
That the City Council award contract to Granite Construction Co., in the
amount of$692,576.00, for Schedule A or $695,865.00 for Schedule B, for the
Palm Canyon Drive Rehabilitation project, with the incentive clause, and
authorize the Assistant City Manager/Operations, to approve Change Orders in
amounts up to $50,000.00, subject to City Manager's concurrence and bi-
weekly reporting to City Council, City Project No. 99-02.
BACKGROUND:
In December 1998, the Riverside County Transportation Commission (ROTC)
issued a call for projects to program up to $15 million in 1998 State
Transportation Improvement Program (STIP)/Regional Improvement Program
(RIP) funds. In response to the call for projects, staff subnutted a pavement
rehabilitation project for Palm Canyon Drive, between Ramon Road and Alejo
Road.
On January 25, 1999, the CVAG Executive Committee approved this project
for STIP/RIP funding. The project was subsequently approved by RCTC on
February 10, 1999, in the amount of$500,000, which was estimated at 70% of
total project costs. On March 29, 1999, the California Transportation
Commission approved State funding for the STIP/RIP projects, officially
programming the finds. On June 28, 1999, Caltrans approved the funding
allocation for this project in the amount of$500,000.00
Schedule A provided For the normal construction working hours of 7:00 a.m. to
3:30 p.m., and a 57-working day time limit. Schedule B provided for an
additional working shift to begin after 9:00 p.m., with a corresponding time
savings. The low bidder has proposed Schedule B to save 17 working days for
the additional cost of$3,289.00
This project contains stringent time requirements clue to potential effects on
adjacent businesses. In the event change orders are required, delay in
scheduling a change order for Council agenda (approximately 3 weeks,
depending on the date of the Council meeting) has the potential for extending
the project completion beyond the October 18 scheduled completion date.
Assistant City Manager's authorization to approve change orders would
significantly reduce chances for change order processing delays.
The plans and specifications were prepared by the Engineering Department.
The specifications contained an incentive clause for early completion of the
Project of$1,800.00 per working day, not to exceed $18,000.00. I

The project was advertised for bids on June 12, and 19, 1999. At 2:00 p.m. on
June 29, 1999, the Procurement Division received bids from the following
contractors:

The Engineer's estimate was $639,734.50 Schedule A, and $670,000.00
Schedule B.
Granite Construction Co., the low bidder, is from Watsonville, CA. Principals
of the firm are David H. Watts, President and CEO, William G. Dorey,
Executive V.P. and C.O.O., Roxane C. Allbritton, V.P. & Treasurer, Michael
Futch, V.P. and Secretary.
Sufficient funds are available in local Measure A account No. 134-4498-50161
(N. Palm Canyon Rehabilitation/local match), and 261-4491-50161 (N. Palm
Canyon Rehab Reimbursable).

I HEREBY CERTIFY that this Minute Order awarding contract to Granite
Construction Co., in the amount of$692,576.00 for Schedule A, or $695,865.00
for Schedule B., for the Palm Canyon Drive Rehabilitation Project, with the
incentive clause, and authorizing the Assistant City Manager/Operations, to
approve Change Orders in amounts up to $50,000., subject to City Manager's
concurrence and bi-weekly reporting to City Council, City Project No. 99-02, was
adopted by the City Council of the City of Palm Springs, California, in a meeting
thereof held on the 7th day of July 1999.
