PALM SPRINGS BLUES FESTIVAL
RECOMMENDATION:
That the City Council approve Minute Orders waiving rental fees of City facilities, in an
amount not to exceed $3,500, and waiving the current policy regarding no concerts in
Palm Springs Stadium, and adopt a Resolution temporarily suspending certain regulatory
ordinances to facilitate the "Palm Springs Blues Festival" in October or November, 2000.
BACKGROUND:
Building on 11 years of successfully producing jazz festivals on Catalina Island, Chee
Productions launched the first annual"Fender Catalina Island Blues Festival"in 1997, The
first two festivals held on Catalina Island were unqualified successes. The 1999 blues
festival sold out with an all-star lineup.
In addition to the title sponsor, Fender, the festival has been productive for the other
sponsors, including Toyota, Southern Comfort, WOW Entertainment Stores, Catalina
Cruises, Blues Revue & Guitar Player Magazine, Audix, DW Drums & Paiste Cymbals.
The "Fender Catalina Island Blues Festival" has been a sellout during all three years.
During last year's two-day event, Catalina Island received $3.5 million in revenue from
blues festival ticket holders. Since Catalina Island has a limited venue capacity,the festival
reached maximum attendance levels with this year's expansion to a three-day,three-night
format.
Based on the success of the Catalina Island festival and interest and requests from
potential sponsors to participate, Chee Productions, in partnership with Blue Wolf
Entertainment, approached the City to expand the blues festival format into the City of
Palm Springs.
The "Palm Springs Blues Festival" is planned as a two-night, one-day event that will take
place in late October or early November, 2000, The producers will launch the festival on
Thursday night at VillageFest. It is estimated that 2,000 tickets will be sold for the Friday-
night headliner event. On Saturday,there will be two shows with an estimated 8,000 tickets
sold for each show. There will also be two free concerts on Saturday in Sunrise Plaza. The
producers have been working with the Palm Springs Desert Resorts Convention and
Visitors Bureau to assist in promoting the event.
The producers of the blues festival are looking to involve the community by having displays
from Fender and the Smithsonian Institute at the Palm Springs Library Center and/or the
Palm Springs Desert Museum. They are also working with downtown pub owners to book
venues for secondary bands. They have also expressed a desire to work with Recreation
Division staff to establish a scholarship fund for various recreation programs, especially
the Summer Camp programs. qR0

At its June 16 meeting, the Parks and Recreation Commission passed a motion by a 7/0
vote to recommend that City Council approve waiving the rental fees for City facilities, in
an amount not to exceed $3,500, and waive the current policy regarding no concerts in
Palm Springs Stadium, and adopt a Resolution to temporarily suspend certain regulatory
ordinances to facilitate the 'Palm Springs Blues Festival' in October or November, 2000.

WAIVING THE CURRENT POLICY REGARDING NO CONCERTS
IN PALM SPRINGS STADIUM FOR THE 2000 "PALM SPRINGS
BLUES FESTIVAL."
I HEREBY CERTIFY that this Minute Order, waiving the current policy regarding no concerts in
Palm Springs Stadium for the 2000"Palm Springs Blues Festival,"was adopted by the City Council
of the City of Palm Springs, California, in a meeting thereof held on the 71h day of July, 1999.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, TEMPORARILY SUSPENDING CERTAIN REGULATORY
ORDINANCES TO FACILITATE THE 2000 'PALM SPRINGS BLUES
FESTIVAL."
WHEREAS the City of Palm Springs has designated the "Palm Springs Blues Festival' as a City-
sponsored event by waiving rental fees for City facilities in an amount not to exceed $3,500; and
WHEREAS the City Council desires to facilitate the staging of this City-sponsored event to maximize
revenue production; and
WHEREAS the City Council finds that certain regulatory ordinances that are generally deemed
desirable and necessary may, nonetheless, impede the conduct of events; and
WHEREAS the City Council finds that in holding events, the public interest and the benefits derived
therefrom outweigh the temporary public inconvenience; and
WHEREAS the City Council has enacted Ordinance No. 1310, which authorizes temporary
suspension of regulatory ordinances.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California,
as follows:
Section 1. A. That the 2000 'Palm Springs Blues Festival' is an event beneficial to the
community and its visitor-oriented economy.
B. That the dates of the 2000"Palm Springs Blues Festival'are late October or early
November.
C. That Chee Productions and Blue Wolf Entertainment are the promoters, along
with their construction and concession personnel and staff.
D. That the venues for the 2000 "Palm Springs Blues Festival' are Palm Springs
Stadium, Sunrise Plaza, and various venues throughout the city.
Section2. That the following ordinances are hereby temporarily suspended for the event
designated in Section 1 above: Sign Ordinance, Zoning Ordinance, and Noise
Ordinance.

Section 3. That the regulatory ordinances designated in Section 2 above shall remain in full
force and effect except as to the event, dates, and persons or organizations as
designated in Section 1 above.
ADOPTED this 7" day of July, 1999.
