WAIVER OF FEES FOR PALM SPRINGS YOUTH CENTER THIRD ANNUAL GOLF TOURNAMENT
RECOMMENDATION:
That the City Council approve a Minute Order waiving the greens fees for the Palm Springs Youth
Center Third Annual Golf Tournament on Saturday, November 20, on the Resort Course of Tahquitz
Creek Golf Resort.
BACKGROUND:
The Palm Springs Youth Center, a nonprofit corporation, submitted a request to have greens fees
waived for its third annual golf tournament, which was originally scheduled for Saturday, May 1, on
the Resort Course at Tahquitz Creek Golf Resort.
Due to a lack of players signing for pre-registration for the May 1 date, as was originally proposed,
the tournament was canceled.The Palm Springs Youth Center has now chosen November 20,which
they feel will more appropriately serve its needs in obtaining registered players for the tournament.
The original application for greens fee waiver was received by the Parks, Recreation &Golf Division
on March 8. It was requested by the applicant for this matter to be scheduled for discussion by the
Parks and Recreation Commission at its March 17 meeting. During that meeting, the applicant
informed the commission that the tournament was expected to generate about$15,000 in net revenue
for the youth center. Staff advised the commission that the full waiver of fees for the tournament
would result in unrealized revenue of$7,800 for the Resort Course, based upon the rate schedule.
For the new proposed date of November 20, these revenue projections remain unchanged.
At the March 17 Parks and Recreation Commission meeting,the commission, by a 411 vote, passed
a motion to recommend that City Council approve the Palm Springs Youth Center's request for a
waiver of greens fees for its third annual golf tournament on the Resort Course at Tahquitz Creek Golf
Resort. The commissioners felt that because of the importance the annual golf tournament has on
the total annual revenue of the Palm Springs Youth Center and the positive impact the center has on
local youth, a recommendation for waiver of greens fees by the Parks and Recreation Commission
should be presented for City Council consideration.
Staff recommends that the approval originally endorsed by the Parks and Recreation Commission
be extended to the new tournament date to allow the Palm Springs Youth Center sufficient time to
promote the event and comply with City Council policy to meet advance application deadlines for fee
waivers.

SUBMITTED BY THE PALM SPRINGS YOUTH CENTER FOR A GOLF
TOURNAMENT ON SATURDAY, NOVEMBER 20, 1999, ON THE
RESORT COURSE AT TAHQUITZ CREEK GOLF RESORT.
I HEREBY CERTIFY that this Minute Order,approving the Application for Tournament Fee Waiver submitted
by the Palm Springs Youth Center for a golf tournament on Saturday, November 20, 1999, on the Resort
Course at Tahquitz Creek Golf Resort, was adopted by the City Council of the City of Palm Springs,
California, in a meeting thereof held on the 7th day of April, 1999.
