CITY COUNCIL MINUTES
JANUARY 27, 2004
A Special Meeting of the City Council of the City of Palm Springs, California and the
Building Industry Association Legislative Affairs Committee, was called to order by Mayor
Oden, as a joint luncheon at the Hyatt Regency Hotel, 285 N. Palm Canyon Drive, Palm
Springs, California, on Tuesday, January 27, 2004, at NOON.
ROLL CALL: Present: Councilmembers Foat, McCulloch, Mills, Pougnet and
Mayor Oden
Absent: None
The meeting was opened with the Salute to the Flag.
REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in
accordance with the Ralph M. Brown Act procedures for Special Calls.

AUTHORITY: COMMUNITY REDEVELOPMENT AGENCY- No Business

1. DEVELOPMENT FEES STUDY
' Discussion concerning the study performed and fees formulated for services by the
Development Services Department, Building, Engineering and Planning &Zoning.
Mayor reviewed the history of the fee study and added that Palm Springs does
subsidize projects; that it is important to keep fees affordable, but that the City
must also recover costs; that the fees recommended by the consultant are being
reviewed by the Departments to be sure that the impact of the fees will not deter
improvements to residences or businesses and that the final fees will be
considered by the City Council at a future meeting.
2. PROPOSED DEVELOPMENT SERVICES REORGANIZATION
Discussion concerning the proposed reorganization of the Development Services
Department, Building, Engineering and Planning &Zoning.
Mayor stated that the reorganization of Development Services and Legal
Services were forefront in the issues of the campaign; that there are a lot of
concerns regarding the issue and that the perception of "business unfriendly"
must be addressed; that some have thought the reorganization has been
personal target of the Director of Planning & Zoning; that this is not the case;
that Mr. Evans has been assured this is not the goal, nor the resolution that is
sought; that the City is in a resurgence of growth for large development projects;
' that it is time to have measures in place to speed the process of getting projects
approved in a timely manner; that retention of talent and skills of the Planning
Department is paramount; and that right now Palm Springs is a hot market and
that the City must project the best image that it can.

3. ECONOMIC AND HOUSING GROWTH '
Mayor stated that housing growth opportunities for low and moderate income are
needed; that Section 14 Master Plans have been filed by the Agua Caliente
Band of Cahuilla Indians; that actual proposals have not been submitted; that
there has been some community concerns expressed that are somewhat
inflammatory; that the City does try to work with the Tribe and the Tribe does try
to work with the City; that the City is fortunate in its relationship with the Tribal
members; that it is important that the BIA, Chamber and business community
stand together; that Palm Springs has encountered situations that other Cities
have not; that in protecting the environment Palm Springs is held at a level that
other Cities are not, and that it seems that when the Sierra Club appears at
meetings it is in a gloating representation; that the these issues as well as others
are being addressed; that even with the high growth in the Community, a
direction must be given to periodically review housing, fees and the
permitting/application process.
