HomeMy WebLinkAbout2003 - MINUTES - 11/25/2003 CITY OF PALM SPRINGS CITY COUNCIL MINUTES NOVEMBER 25, 2003 ' A Special Meeting of the City Council of the City of Palm Springs, California, was called to order by Mayor Kleindienst, in the Convention Center, 277 N. Avenida Caballeros, Palm Springs, California, on Tuesday, November 25, 2003, at noon. ROLL CALL: Present: Councilmembers Mills, Oden, Reller-Spurgin, and Mayor Kleindienst Absent: Councilmember Hodges The meeting was opened with the Salute to the Flag, and an invocation by Rabbi Ofsyer— Temple Isaiah. REPORT OF POSTING OF AGENDA: City Clerk reported that the agenda was posted in accordance with Council procedures on November 21, 2003. HOUSING AUTHORITY: INDUSTRIAL DEVELOPMENT AUTHORITY: FINANCING AUTHORITY: COMMUNITY REDEVELOPMENT AGENCY- No Business PUBLIC COMMENTS: The following persons expressed appreciation to the outgoing members and offered ' congratulations to the incoming Mayor and Members of the City Council. Stan Barnes, Cathedral City Denys Acuri, Riverside County Supervisors Office Larry Fortex, Signal Hill Councilmember Bruce Bushore, Palm Springs Mayor Maryanov, Palm Springs Marge Cramwell, Palm Springs Lynne Bushore, Palm Springs Bonnie Zegra, no address given Richard Milanovich, Chairman, Agua Caliente Band of Cahuilla Indians LEGISLATIVE ACTION: 1. 2003 GENERAL MUNICIPAL ELECTION - RESULTS Recommendation: That the Council adopt the Certification of the City Clerk regarding the results of the November 4, 2003, General Municipal Election. City Clerk reviewed the election results and recommended approval of the Resolution. Resolution 20791 as recommended was presented; after which, it was moved by Mills, seconded by Reller-Spurgin and unanimously carried, Hodges absent, that , R20791 be adopted. Council Minutes 11-25-03, Page 2 2. PRESENTATION BY CITY MANAGER TO OUTGOING MAYOR City Manager presented a gavel in recognition of years of service of Mayor Kleindienst. 3. COMMENTS BY OUTGOING MAYOR Mayor expressed appreciation to the Community and family for support given during the term of Office and offered congratulations to incoming members. 4. SWEAR-IN NEWLY ELECTED MAYOR City Clerk gave the Oath of Office to Ronald Oden. 5. PRESENTATIONS BY CITY MANAGER TO OUTGOING COUNCILMEMBERS City Manager presented plaques in recognition to years of service for Members Hodges and Reller-Spurgin. 6. COMMENTS BY OUTGOING COUNCILMEMBERS Councilmember Reller-Spurgin expressed appreciation to the Community and ' family for support given during the term of Office and offered congratulations to incoming members. 7. SWEAR-IN NEWLY ELECTED COUNCILMEMBERS City Clerk gave Oath of Office to Michael McCulloch and Stephen Pougnet. 8. APPOINTMENT FOR COUNCILMEMBER VACANCY Pursuant to the City of Palm Springs Charter Section 305 the person who received the highest number of votes in the November 4, 2003 election, but was not elected, shall be appointed by the City Council to fill the remaining unexpired vacancy. Motion to appoint Ginny Foat to fill the remaining unexpired term on City Council was presented; after which, it was moved by McCulloch, seconded by Pougnet and unanimously carried, that the Motion be adopted. 9. SWEAR-IN NEWLY APPOINTED COUNCILMEMBER City Clerk gave Oath of Office to Ginny Foat. 10. COMMENTS BY NEWLY ELECTED MAYOR & COUNCILMEMBERS ' Mayor and Members of the City Council expressed appreciation to family, committee staff and Members of the Community for the support given. 11.
