HomeMy WebLinkAbout4/5/2000 - STAFF REPORTS (13) DATE: APRIL 5, 2000 TO: CITY COUNCIL FROM: CDBG/HOUSING COORDINATOR VIA REDEVELOPMENT DIRECTOR HOUSING STRATEGY/HOUSING ELEMENT ADVISORY COMMITTEE RECOMMENDATION: It is recommended that Council provide direction to staff on the composition of an advisory committee to assist in the preparation of the Comprehensive Affordable Housing Strategy and the City's Housing Element. BACKGROUND: On February 16, 2000 the City Council and Redevelopment Agency approved a contract amendment with David Paul Rosen & Associates (DRA) to include the preparation of the City's Housing Element and a Comprehensive Affordable Housing Strategy. DRA's scope of services includes interaction with a citizens advisory committee. DRA believes that working with a special advisory committee is a useful step in reaching consensus on the key program and policy elements of a Comprehensive Affordable Housing Strategy. Council feedback in the past has relayed this same sentiment. Working with this committee will also meet required public participation requirements on the preparation of the Housing Element. Such an advisory committee should be composed of representatives of key stakeholder groups in the community such as social service providers, apartment owners, developers and operators of affordable rental housing and others. Qualifications for representatives on the advisory committee should include recognized leadership within their respective constituent organizations as well as a willingness to work toward common goals for a sound affordable housing strategy and Housing Element responsive to needs in the City. Staff and the consultant discussed the structure of the advisory committee at length. We believe the following composition provides a well-rounded membership of various groups that are interested in the over-all vitality of the City's housing stock: • Local realtor • Neighborhood Coalition • Apartment Owners Association • Desert AIDS Project • Catholic Charities • Planning Commission • Coachella Valley Housing Coalition • Mizell Senior Center • Child advocacy group • For-profit housing developer • Target neighborhood representative • Fair Housing Council • Tribal representative We are ready to move forward on preparation of the Strategy and Housing Element. The formation of the Advisory Committee is essential to this process. Staff is looking for input and direction from Council on this matter. Upon Council direction, we will at once, seek representatives from the agreed upon groups for participation on the Advisory Committee.
