CONTRACT SERVICES AGREEMENT WITH RALPH DENNIS
RECOMMENDATION:
It is recommended that the Agency approve a contract services agreement with
Ralph Dennis in the amount of $50,000.00 to perform as construction
superintendent of the Neighborhood Revitalization Program. Contract form
subject to approval by Agency Counsel.
BACKGROUND:
On September 15, 1999 the Redevelopment Agency approved the creation of the
Neighborhood Revitalization Program (NRP). The NRP provides grants and
deferred loans to very low to moderate-income households for improvements to
the interior and exterior of single-family homes and mobile homes. From the time
of Agency approval, staff has been working on fine-tuning all the elements of the
program. One essential part of the program was hiring a construction
superintendent to handle the details of the actual improvements to the properties.
Staff was desirous to find an individual that possessed construction management
experience and the ability to communicate with homeowners on all aspects of the
program. With the assistance of the Building Industry Association, we reviewed
several options on how to handle this aspect of the program.
Ralph Dennis was introduced to staff and expressed an interest in acting as the
construction superintendent. He was highly recommended by the BIA. Mr.
Dennis has over 14 years of experience in the construction business, and has
owned and managed his own business, RM Dennis General Contractors, since
1995. Mr. Dennis specializes in home rehabilitation — something of utmost
importance to the Agency in the implementation of the NRP. After several
discussions, we were able to negotiate terms on a contract services agreement.
Under his contract, Mr. Dennis will be responsible for making contact with all
qualified homeowners. His contact with the homeowner spans all phases of the
residential improvement process. Preliminary visits to ascertain the type of work
to be done, priority scoring of the proposed project, additional visits to detail the
exact work to be completed, contractor bids and selection, approving progress
payments, and monitoring the rehabilitation until the job is complete — these are
to be his basic responsibilities. Mr. Dennis shall also be very instrumental in
explaining the phases of the program to the homeowners and answering their
questions and easing their concerns. The Scope of Services of the agreement
will detail the different tasks for which Mr. Dennis will be responsible. The term
of this contract is eighteen months from date of execution.
NRP applications were mailed out in late November. Currently, we have
approximately 95 qualified applications for the program. Applications were
qualified according to income levels and homeownership, respective
documentation was required from all applicants. Preliminary
visits have been made to 20 homes. Due to the high number of applications we

are dealing with, we have scored the various properties in order to determine a
priority list. We have completed the scoring on the initial 20 homes, and we are
now ready to move onto completing a more detailed bid specification, and the
actual rehabilitation improvements.
Mr. Dennis and staff are anxious to begin the physical improvements to all of
these properties. Therefore, staff is recommending that the Agency approve the
attached agreement with Mr. Dennis to keep him on task with the program.
Funds for this contract are available through the project line item that was
previously approved by the Agency.

WHEREAS, on September 15, 1999 the Redevelopment Agency approved the
creation of the Neighborhood Revitalization Program (NRP). The Program provides
grants and deferred loans to very low to moderate-income households for improvements
to the interior and exterior of single family homes and mobile homes; and
WHEREAS, an important element of the NRP is the position of Construction
Superintendent. This individual is responsible for doing work write-ups on the
prospective rehabilitation projects and ensuring quality work is completed for the
qualified homeowners; and
WHEREAS, Ralph Dennis displays and possesses the necessary qualifications
to fulfill this contract.
NOW, THEREFORE, BE IT RESOLVED by the Community Redevelopment
Agency of the City of Palm Springs, that is does hereby approve a contract services
agreement with Ralph Dennis in the amount of $50,000.00 to perform as construction
superintendent for the Neighborhood Revitalization Program. Contract form subject to
approval by Agency Counsel.
