HomeMy WebLinkAbout3/15/2000 - STAFF REPORTS (4) DATE: March 15, 2000 TO: City Council FROM: City Engineer and Grants and Government Affairs Manager HERITAGE TRAIL BIKEWAY AND MISSING GAP SIDEWALKS (PH. 2) GRANT PROJECTS RECOMMENDATION: That the City Council award contract to 4-Con Engineering, Inc., in the amount of$633,960.00 Schedule A and $239,821.35 Schedule B, for a combined total of$873,781.35 for the Heritage Trail Bikeway and Missing Gap Sidewalks (Ph. 2) Grant Projects, City Project No. 93-49. BACKGROUND: On August 16, 1993, City staff applied for two (2) Transportation Enhancement Activities (TEA) grants under the Federal Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). On August 30, 1993, the Riverside County Transportation Commission (ROTC) approved the City's "Heritage Trail Bikeway & Pedestrian Project" and the "Missing Gaps Sidewalk Project". The California Transportation Commission (CTC) then approved the grants initially in early 1994. The Heritage Trail, initially estimated to cost $589,000, was approved for Federal TEA grant share of$471,200 with the local match ($117,800). The Missing Gaps Sidewalk Project (various locations in the City) was estimated at $480,500 ($425,387 Federal and $55,113 Local). Phase 1 of the Missing Gaps project was completed in July 1998. No local general funds are required, since both projects use Measure A for local match. The projects were delayed for several years when the statewide TEA funding was diverted to seismic bridge retrofit efforts throughout California. The City was asked to pursue a second vote of the California Transportation Commission, and after making formal requests, including the City providing environmental determinations and right of way certifications, the CTC re-authorized the Heritage Trail and Missing Gaps Projects funding in December, 1997. On March 18, 1998, City Council approved a preliminary Heritage Trail design contract ($22,200) (Design Phase-1) with TKD Associates, Inc., of Palm Springs, along with sub-consultants who provided an overall design theme for bikeways, trail heads, bicycle kiosk, signage, decorative paving and lighting improvements that received Planning Commission approval in June 1998. Further refinements were made by the TKD team, and on October 2, the City mailed out Requests for Proposals to eleven civil engineering consulting firms. The civil engineers were asked to team with architects, and with landscape architects (for bike trail, trail heads, decorative lighting, landscaping, and irrigation) for the project. The civil engineer, acting as lead consultant, would provide the improvement plans for street widening, bike lanes/sidewalks, street lights, traffic control, street signage and overall bid specifications. On December 2, 1998, City Council awarded the Heritage Trail Design (Phase- 2) contract to local consulting firm Sanborn A/E in the amount of$70,000 for the final civil engineering, architectural, landscape architect assignment for theO9 Heritage Trail project. Sanborn A/E, Inc. provided plans and specifications Heritage Trail Bik mr#&\ g eway, C.P. //93 49 March 15, 2000 Page 2 with John Sanborn, the project Manager, handling Civil Engineering, Allen Sanborn, the Project Architect and sub-consultant Tom Doczi of TKD and Associates handling the Landscape Architecture. Following is a summary chronology of events for this project: March 1994: California Transportation Commission (CTC) approved TEA Grant 1994-1997: TEA grant funds on hold due to bridge seismic retrofit efforts state-wide by Caltrans December 1997: CTC re-authorizes TEA grant funds March 18, 1998: City Council approves Heritage Trail Preliminary Design (Phase 1) contract with TKD Associates, Inc. June 4, 1998: Joint Heritage Trail Design Workshop - Planning Commission, Main Street, (Chamber of Commerce, Economic Development, Uptown Association, Historical Society, Tennis Club Hotel District Representatives in attendance) June 18, 1998: Concept Plan presentation to Chamber of Commerce Board July 22, 1997: Planning Commission approves concept plan July 29, 1998: Presentation to Chamber of Commerce staff October 6, 1998: Presentation to Historic Tennis Club Hotel District (at Casa Cody) October 6, 1998: Presentation to Uptown Palm Springs Association October 14, 1998: Presentation to Chamber of Commerce (breakfast meeting) October 21, 1998: Presentation to Palm Springs Board of Realtors December 2, 1998: City Council approves Design Contract (Phase 2) with Sanborn A/E, Inc. January 4, 1999: Presentation to Palm Springs Historical Society Board February 23, 1999: Meeting with Palm Mountain Resort (Fred Grand and Jim Davis) February 26,1999: Meeting with Desert Museum staff(Dr; Janice Lyle) March 11, 1999: Meeting with Desert Museum staff(Dr. Janice Lyle) Heritage Trail Bikeway, C.P. i193-49 March 15, 2000 Page 3 March 12, 1999: Meeting with Skye Jordan Inn owner (Jerry Cowling) March 16, 1999: Meeting with Father Ceja at Catholic Church (Alejo & Belardo) March 24, 1999: Planning Commission approves Heritage Trail Design - Construction Documents March 24, 1999: Meeting with American Legion (Commander Buzz Waltz) April 6, 1999: Field Trip walk-through with historic Tennis Club Hotel District representatives (Belardo - Tahquitz to Ramon) April 23, 1999: Meeting with Bob Weithorn at Orchid Tree Inn Subsequent to the April 6 walk through, comments were received from the Historic Tennis Club District Association. A majority of those comments were also incorporated into the design plans. The plans and specifications were prepared by Sanborn A/E as noted above Caltrans and Federal Highway Administration approval was received on July 6, 1999. Bids were opened on July 22, 1999, but were rejected because the low bid exceeded available project funds. Staff directed consultant to re-work the specifications into 2 bid schedules with subtractive bid items, and the project opened bids a second time on September 21, 1999. Despite these efforts, the low bid still exceeded available funds and was rejected. Phase-1 of the Missing Gaps Sidewalk Grant project was completed in July 1998 under a contract with Contreras Construction totalling $149,651. Phase-2 of the Missing Gaps Sidewalks is combined with the Heritage Trail Project under this contract. Staff subsequently worked with Caltrans and ROTC staffs to allow for the sidewalk portion of Heritage Trail to be funded by the existing Missing Gaps Sidewalk Federal grant. The project specs were re-worked again to consist of 2 bid schedules. Schedule A is Heritage Trail, less the sidewalk from F. Stevens Park to Baristo. Schedule B is the Heritage Trail sidewalk and Phase 2 of the original Missing Gaps Sidewalk (Farrell Drive). Subtractive bid items on Schedule A were again included to give further options to reduce costs, if necessary. Subtractive Item A reduces plant size while subtractive Item B eliminates lighting from the bollards. The combined project was advertised for bids on February 12 and 19, 2000. Award of this bid will require use of available funds in 134-4498-50135 (local Measure A Match - Heritage Trail), 261-4491-50135 (Heritage Trail - Reimbursable Portion), 261-4491-50136 (Missing Gaps S/W - Reimbursable Portion) and 134-4498-50136 (Missing Gaps S/W Match) The maximum Federal funds available for construction, administration and inspection is $679,985.23.
