HomeMy WebLinkAbout3/15/2000 - STAFF REPORTS DATE: March 15, 2000 TO: City Council FROM: Director of Aviation CONTRACT SERVICE AGREEMENT FOR ARCHITECTURAL DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES FOR REMODELING OF AIRPORT MAIN TERMINAL RESTROOM FACILITIES RECOMMENDATION: That the Council approve and authorize the City Manager to execute a Contract Services Agreement with John R. Trueblood,registered California architect, for architectural design and construction administration services to be provided in remodeling the Airport Terminal main lobby restrooms. BACKGROUND: Staff has identified re-modeling of the Terminal main lobby restrooms as a priority in the 2000-01 FY Airport Capital Improvement program, requesting $175,000 in the upcoming budget. The last substantial remodel of the restrooms occurred over ten years ago, and the facilities are in need of complete remodeling to update appearance and functionality.Specific needs include: improved traffic flow, safety and security; compliance with current ADA requirements; improved lighting;updated internal ambience to meet the expectations of the traveling public. A scope of services covering all aspects of the project has been submitted by John R. Trueblood,registered California architect.Mr.Trueblood has considerable experience in the design of airport terminal facilities, and is knowledgeable in the requirements of airport restroom design.The services to be offered include: development and review of preliminary schemes; production of all drawings and technical specifications for the various trades; reviews of cost projections; bidding assistance and contractor selection; construction administration services, including site inspection, payment review, and updated record drawings. The total cost for the services described is $11,820,which is 6%of the$175,000 estimated project cost. Staff considers this rate to be very favorable, considering the going rate for architectural services and Mr.Trueblood's experience. It should be noted that Mr.Trueblood is a resident of Palm Springs. Mr. Trueblood was formally an architect with Gensler and Associates, and was responsible for much of the design of Phase I and IIA of the Terminal Expansion projects. AGREEMENT#4205 M06585, 3-15-00 Related CITY OF PALM SPRINGS CONTRACT SERVICES AGREEMENT FOR Palm Springs International Airport Main Terminal Restroom Remodel Architectural Services HIS CONTRACT SERVICES AGREEMENT (herein "Agreement") is made and entered into this aay oY7? .2000, by and between the CITY OF PALM SPRINGS, a municipal corporation (herein"City")and John R. Trueblood (herein"Contractor"). (The term Contractor includes professional performing in a consulting capacity). NOW, THEREFORE, the parties hereto agree as follows: 1.0 SERVICES OF CONTRACTOR 1.1 Scope of Services. In compliance with all of the terms and conditions of this Agreement, the Contractor shall perform the work or services set forth in the "Scope of Services" attached hereto as Exhibit"A"and incorporated herein by reference. Contractor warrants that all work and services set forth in the Scope of Services will be performed in a competent, professional and satisfactory manner. 1.2 Compliance With Law. All work and services rendered hereunder shall be provided in accordance with all ordinances,resolutions, statutes, rules, and regulations of the City and any Federal, State or local governmental agency of competent jurisdiction. 1.3 Licenses Permits, Fees and Assessments. Contractor shall obtain at its sole cost and expense such licenses, permits and approvals as may be required by law for the performance of the services required by this Agreement. 2.0 COMPENSATION 2.1 Contract Sum. For the services rendered pursuant to this Agreement, Contractor shall be compensated in accordance with the "Schedule of Compensation" attached hereto as Exhibit "B" and incorporated herein by this reference, but not exceeding the maximum contract amount of Eleven Thousand Eight Hundred Twenty Dollars ($11,820.00). 2.2 Method of Payment. Provided that Contractor is not in default under the terms of this Agreement, Contractor shall be paid as outlined in Exhibit "B", Schedule of Compensation. 3.0 COORDINATION OF WORK 3.1 Representative of Contractor. John R. Trueblood is hereby designated as being the principal and representative of Contractor authorized to act in its behalf with respect to the work and services specified herein and make all decisions in connection therewith. 3.2 Contract Officer. Capri Circle Palm Springs, CA 92264 Dear Mr. Trueblood: Attached is one executed copy of the agreement regarding architectural services between yourself and the City of Palm Springs, for Airport Main Terminal Restroom Remodel, approved by the City Council on March 15, 2000, by Minute Order No. 6585, Agreement#4205. Certificates of Insurance should be provided, naming the City of Palm Springs as an additional insured, for General Liability for $1,000,000 CSL; Automobile Liability for $1,000,000 CSL; and Worker Compensation in California Statutory requirements. Further, the cancellation clause shall state as follows: Should any of the above-described policies be canceled before the expiration date thereof, the issuing company will mail 30 days written notice to the certificate holder named to the left.
