• Bulletin Board Ads — Computer generated ads for non-profit and organizations and
civic groups

• Production Rates — These rates do not include the renting of the facilities. Council

PLANNING &ZONING
• Development Agreements (DAs) - Currently, the City does not charge a fee for
development agreements. DAs are legal contracts between the City and property
owners which outline legal conunitments for a specific development project. The
proposed fee will cover staff time, report preparation, ordinance preparation and
processing, public meetings, on going monitoring, plus City Attorney costs. The
property owner should pay the City Attorney legal costs in full.
Proposed Fee - $5,000, plus actual City Attorney cost (deposit required)
and $175 Imaging fee
• Codes, Covenants & Restrictions (CC&Rs) - Review and approval of CC&Rs is
required as a condition of approval for many residential, commercial and
industrial projects where multiple ownerships are involved. The proposed fee
would cover staff costs plus City Attorney.
Proposed Fee - $250, plus actual City Attorney cost (deposit required) and
$15 Imaging fee
• Resolution /Certification - Cost to prepare a certified Planning Commission or
Historic Site Preservation Board resolution
Proposed Fee - $20
• Resolution of Convenience & Necessity for License Issued by Alcoholic
Beverage Control Board - Currently, new Alcoholic Beverage Control licenses
require applicants to secure a Resolution of Convenience and Necessity from the
City Council. This proposed fee would offset the City costs in reviewing and
issuing a Resolution of Convenience and Necessity.
Proposed Fee - $400, plus $20 Imaging fee
• Zoning Letter-This fee is intended to cover costs for researching and preparing a
zoning and General Plan letter. Financial institutions request this letter as part of
reviewing proposed developments and/or refinancing properties.
Proposed Fee - $80
• Zoning/Code Compliance Inspection and Letter - This proposed fee is to cover
site inspections, research, and letter preparation where a detailed code compliance
letter is necessary. Real estate disclosure requirements have caused an increase in
requests for this service.
Proposed Fee - $130
• Specific Plan - State law provides for Specific Plans. These are complex
planning documents, which require extensive analysis, review and processing.
(The Canyon Development project is an example of a Specific Plan.)
Proposed Fee - $3,000 - $10,000 (depending upon acreage, ownership,
number of units, and environmental concerns), plus $175 Imaging fee.
• Technical Study Review - This proposed fee would offset staff cost for reviewing
technical reports for development projects. Technical reports may include
archaeology reports, biological assessments, noise studies, and traffic studies, to
name a few. The proposed fee is an actual hourly rate to cover actual staff costs.
Proposed Fee - $50 per hour
• City Attorney Review of Development Projects - This proposed fee would cover
the City Attorneys actual costs to review development related documents.
Specific examples include Environmental Impact Reports, Specific Plans, and
Planned Development Districts. This fee would not be used for routine
development projects that are routed through the City Council agenda process.
Proposed Fee - Actual cost, based upon contract fee schedule. A cash
deposit will be required.
• In-Lieu Parking Fee Agreement- This fee would offset staff costs for preparing
and approving an In-Lieu Parking Fee Agreement.
Proposed Fee - $300, plus Imaging fee of$25
The following existing fees are proposed to be adjusted:
• Environmental Documents—Currently$500 plus $50 microfilming fee
Environmental Assessment (EA)/Negative Declaration - $750
ENGINEERING
• Conveyance Document Preparation - These docuuments are similar to the
preparation of leases and deeds of trusts and should have a similar fee.
Proposed Fee - $50.00 per hour
• Right-of-Ways — All fees have been updated to impose a per hour fee to reflect
the actual costs incurred.
STREETS
• Managed Parking Program Fees and Procedures — Administrative Hearing
(approximately 40 hearings in 1999)
Proposed Fee - $25.00 (refund if decision in favor of applicant)

Fee Refunds
1 . The building official may authorize the refunding of any fee paid hereunder which was erroneously paid
or collected.
2. The building official may authorize the refunding of not more than 80 percent of the permit fee paid when
no work has been done under a permit issued in accordance with this code.
3. The building official may authorize the refunding of not more than 80 percent of the plan review fee paid
when an application for a permit for which a plan review fee has been paid is withdrawn or canceled before
any plan reviewing is done.
4. The building official shall not authorize the refunding of any fee paid, except upon written application filed
by the original permittee not later than 180 days after the date of fee payment.

agreement requires the collection of a Sewer Main Surcharge Fee,the Building Division shall collect and remit the amount

Sewer Street Main Charges
In addition to the inspection fee and any other applicable fees,when a property connecting to a City sewer has
not paid its share of the cost of said sewer,there shall be paid a street main charge. Said street main charge
shall be determined by the Building Division, based upon one of the following formulae,whichever is the greater:
(1) Sixteen dollars($16)per lot front foot along said sewer, or 16.00 per foot
(2) At the rate established in a sewer reimbursement agreement adopted by resolution of the City Council for sewers

6 Animal Placement Fees:Any of the animal placement fees may be waived in whole or in part by the City Manager, or his designee,under special circumstances as he
may determine,where the public and City's interest may be served thereby.

Inn those cases where the developer elects to construct the improvements, actual costs which City validates developer has incurred for design and/or construction of storm
and/or drainage improvements as shown in the Master Drainage Plan, shall be credited towards the drainage fee otherwise due.In the event such costs exceed the fee
otherwise due,the City will enter into an agreement to reimburse the developer for the excess cost. Such reimbursement shall be made from drainage fees when
collected from other projects within the basin area within which the development occurred.
9 When any property not within the City limits request approval for sewer connection,whether existing prior to May 18, 1983 or constructed thereafter,which will result
in the contribution of sewage flows to Lift Station No. 1,that Sewer Surcharge Lift Station No.I Fees be determined by the City Manager, and that such fee be approved
by the City Council in conjunction with the issuance of authorization to connect to the City's sewer system; and
10 Such fees shall be collected at the time of issuance of a building permit for construction or in the case of development at the time such connection is authorized. Such
fee shall be in addition to the inspection fee, sewer facility fee, street main charge,and any other applicable fees,and shall be deposited into the Sewer Fund.

training by enrolling in the PSPD Firearms Safety Course,offered three times per year, which is 30 hours
of classroom training and an optional 8 hours of Firearms Range instruction. PSPD is currently the only
agency or venue in Riverside County to offer this type of training that complies with state law mandates,
and as such receives student enrollment of CCW applicants from other law enforcement agencies in
Riverside County to complete their training requirements. The fee for this class was recently increased
to$100 per student for the classroom portion and$115 for the optional Firearms Range training. When
the proposed fee schedule was originally submitted on November 3r", 1999, the classroom fee was only

$75.00. We now charge $100 per student, regardless of whether they just stay for the mandatory 16
hours or complete the entire 30 hours of classroom training. The Fee Schedule should be changed to
reflect the increase to $100 per luitial Applicant, rather than $75.
**The CCW Permit Renewal Class offered by PSPD is currently the only class of this type offered in
Riverside County. State law mandates that persons renewing their CCW Permits every two years must
undergo a minimum of four hours of training in Firearms Safety and Laws Regarding the Permissible Use
of Firearms. PSPD presents such a class three times per year, with the majority of student enrollment
made up of CCW Permit holders from other outside law enforcement agencies. The current fee for this
class is $50.00 per student, for 5 hours of training.
The state law also allows us to charge additional fees for fingerprinting CCW Permit applicants(3 print
cards per applicant)at PSPD prior to the print cards being submitted to DOT. The current fee schedule
lists a $3 CCW printing charge, which is far too little. During the past few months the Jail has been
charging $35 for CCW Prints, which is the same fee charged for other classifications of applicant
fingerprinting and job registration. X advised Cmdr McCabe, Jail Manager, of the fee disparity, and he
stated that he would look into the matter.

The proposed fee schedule for the Fire Department will not significantly affect
revenue.
• The "Fire & Emergency" category had a $500 ceiling (removed). It is now
intended to allow recovery of all actual costs to support an emergency
operation, over and above the normal staffing/equipment/service levels
of the Fire Department. This fee will be administered in cases where
negligence has been indicated.
• The "Inspection" Category is unchanged. Each of the fees were reviewed
and determined to be appropriate. The most significant revenue is the
Smoke Detector Inspection Fee, which was last updated in FY-1992/1993.
At that time, the rate was increased from $20 to $25 per inspection. The
revenue was approximately $60,000 last fiscal year.
• The "Safety Training" category has been reformatted to permit the
Department to apply the fee to any safety training curriculum. In the past,
each training class (i.e. first aid, CPR, disaster preparedness) had a specific
fee assigned. The new format permits the application of a fee to any class
based upon course hours, and number of participants. The revenue will
not be significantly affected. We normally collect approximately $5,500 for
all safety training classes during the fiscal year.
• The 'Permits" category has had Pyrotechnic Display (indoor/outdoor)
added. The revenue increase will be minimal (less than $1,000 per year).
The fee is based upon the cost associated with the site approval, set-up, and
monitoring of professional pyrotechnic displays.

The following are recommendations for adjusted and/or new fees. New fees have a
justification, and minor changes are noted on the attached fee schedule.
• Development Agreements (DAs) - Currently, the City does not charge a fee for
development agreements. DAs are legal contracts between the City and property
owners which outline legal commitments for a specific development project. The
proposed fee will cover staff time, report preparation, ordinance preparation and
processing, public meetings, on-going monitoring, and City Attorney costs. The City
Attorney legal costs should be paid in full by the property owner.
Proposed Fee - $5,000, plus actual City Attorney cost (deposit required) and
$175 microfilm fee
• Codes, Covenants&Restrictions(CC&Rs)-Review and approval of CC&Rs is required
as a condition of approval for many residential, commercial and industrial projects
where multiple ownerships are involved. The proposed fee would cover staff and City
Attorney cost.
Proposed Fee - $250, plus actual City Attorney cost (deposit required) and
$15 microfilm fee
• Resolution/Certification-Cost to prepare acertified Planning Commission or Historic
Site Preservation Board resolution

• Resolution of Convenience & Necessity for License Issued by Alcoholic Beverage
Control Board-Currently, new Alcoholic Beverage Control licenses require applicants
to secure a Resolution of Convenience and Necessity from the City Council. This
proposed fee would offset the City costs in reviewing and issuing a Resolution of
Convenience and Necessity.
Proposed Fee - $400, plus $20 microfilm fee
• Zoning Letter - This fee is intended to cover costs for researching and preparing a
zoning and General Plan letter. Financial institutions request this letter as part of
reviewing proposed developments and/or refinancing properties.
Proposed Fee - $80
• Zoning/Code Compliance Inspection and Letter - This proposed fee is to cover site
inspections, research, and letter preparation where a detailed code compliance letter
is necessary. Real estate disclosure requirements have caused an increase in requests
for this service.
Proposed Fee - $130
• Specific Plan - State law provides for Specific Plans. These are complex planning
documents which require extensive analysis, review and processing. (The Canyon
Development project is an example of a Specific Plan.)
Proposed Fee-$3,000-$10,000(depending upon acreage, ownership, number
of units, and environmental concerns), plus $175 microfilm fee
• Technical Study Review - This proposed fee would offset staff cost for reviewing
technical reports fordevelopment projects. Technical reports may include archaeology
reports, biological assessments, noise studies, and traffic studies, to name a few. The
proposed fee is an actual hourly rate to cover actual staff costs.
Proposed Fee - $50 per hour
• City Attorney Review of Development Projects -This proposed fee would cover the
City Attorney's actual costs to review development related documents. Specific
examples include Environmental Impact Reports, Specific Plans, and Planned
Development Districts. This fee would not be used for routine development projects
which are routed through the City Council agenda process.
Proposed Fee-Actual cost, based upon contract fee schedule. A cash deposit
will be required.

• In-Lieu Parking Fee Agreement - This fee would offset staff costs for preparing and
approving an In-Lieu Parking Fee Agreement.
Proposed Fee - $300, plus microfilming fee of $25
The following existing fees are proposed to be adjusted:

RESOLUTION NO. 19757
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, ADOPTING A COMPREHENSIVE FEE SCHEDULE,
AND RESCINDING RESOLUTION 18581, AS AMENDED.
WHEREAS, Resolution 18581 incorporated changes and amendments to the Comprehensive Fee
Schedule in effect at the time of adoption of said resolution; and
WHEREAS, numerous amendments and organizational changes have been made to Resolution
18581; and
WHEREAS, it is desirable to reflect all changes in a complete document format, and to accurately
reflect organizational structure,
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, that
the attached Comprehensive Fee Schedule is hereby adopted, and all fees contained therein
become effective immediately; and that Resolution 18581, as amended, is hereby rescinded.
ADOPTED this 1st day of March 2000.
