APPROVE ACQUISITION OF FIBER OPTIC CABLE CONNECTION BETWEEN THE
POLICE DEPARTMENT AND CITY HALL FROM GTE VIA PARTICIPATION IN THE.
STATE OF CALIFORNIA MULTIPLE AWARD SCHEDULE(CMAS)PROGRAM.
RECOMMENDATION:
That City Council approve acquisition of fiber optic cable connection between the Police
Department and City Hall from GTE in the amount of$12,306.17 via participation in the State of
California Multiple Award Schedule (CMAS) contract number 3-95-00-0006A Supplement 43.
BACKGROUND:
The fiber optic cable between City Hall and the Police Department was installed about 12 years
ago. In December 1999, one of the two necessary fiber optic links failed and is not repairable.
The remaining working fiber optic link allows only limited capacity of data flow.
This hampers the ability for the Police Department to communicate with the City Hall computer
network. With only one working link, there is no redundancy in case of additional fiber optic
cable failure.
Staff recommends replacing the existing 2-fiber optic cable with one (1) 6-fiber multi-mode fiber
optic cable. This will be sufficient to allow for both redundancy and future growth.
In accordance with the terms and conditions of it's CMAS agreement, GTE has provided a
proposal to provide the necessary fiber optic cabling services in the amount of$12,306.17, which
includes cable splicing options that may or may not be necessary.
The Procurement Manager, in accordance with Municipal Code Section 3.12.270.6 has
researched the comparative costs, values and feasibility of using our own competitive process
versus utilization of a CMAS contract or other state contract. The Procurement Manager finds
that sufficient competition has been conducted to protect the public interest and the total cost of
equipment and service obtained through the CMAS contract is less than the City would obtain
through conducting an independent process.
The CMAS program was established by the State of California to facilitate timely and value
effective procurement of communications and information technology related products and
services. The purchasing power of many governmental entities is leveraged to provide lower
pricing for all participants utilizing the program.
The cost to the City for participation in the CMAS program is 1.3% of the net purchase price
before taxes. That percentage goes back to the State to help defray administrative costs of the
program.
Funding for the cabling will be provided using account 520-5641-43240 Facilities Maintenance
Other Contract Services.
