SUPPLEMENTAL
INTERVIEWS OF PROFESSIONAL ENGINEERING/CONSULTANT FIRMS
RECOMMENDATION:
That City Council approve the short list of qualified airport engineering/consultant firms,as
scored by the evaluation committee, Consolidated Services, HNTB, Isbill Division,
Raytheon Infrastructure Inc., and Kimley-Horn and Associates, Inc., to be invited to
participate in a formal presentation to the evaluation committee.
BACKGROUND:
The Airport's existing contract with its engineering/consultant firm has reached the end of
its term and the Airport must conduct a two-step qualification based selection process to
secure the service of a firm for future design/consultant services. As per Federal Aviation
Administration (FAA) requirements the Airport working with the City's Procurement
Division circulated a request for Statements of Qualifications(SOQ)and Letters of Interests
from Airport Engineering/Consultantfirms. The scope ofwork outlined in the SOQ includes
design engineering for the rehabilitation of taxiway "W" and miscellaneous consultant
services. As per FAA requirements the SOQ was advertised both locally and nationwide.
Twenty-nine firms received copies of the SOQ and seven firms responded.(Kimberly-Horn
&Associates Ire.,Consolidated Services Engineers&Constructors Inc.,Stantec Consulting
Inc., P&D Aviation, Isbill Division Raytheon Infrastructure Inc., Coachella Valley
Engineers,and HNTB Architects Engineers Planners). The submittals were scored using an
established criteria by an evaluation committee consisting ofAirport Commission members,
City Procurement Manager, and Department of Aviation staff. The four (4) firms
recommended for the short list scored in the top four(4)positions in both average score and
ranking. The next step in the process is to invite the short listed firms to tour the airport and
conduct a presentation for the evaluation committee. The presentations will be scored by
the committee. Staff will return to council with a recommendation to enter into negotiations
with the top scoring firm

The City of Palm Springs reserves the right to
award a Contract, or make no award, whichever is
in the best interests of the City. The city also re-

NOTICE IS HEREBY GIVEN that the City of Palm Springs, California is seeking statements
of qualifications and letters of interest from qualified firms for providing Airport Engineering
Services to the Palm Springs International Airport.
a SCOPE OF SERVICE: To provide Airport Engineering services for Taxiway"W"
Rehabilitation,New Lighting, Safety Area Grading and Stablization, plus general engineering
services for miscellaneous work.
DEADLINE: Statements of Qualifications and Letters of Interest must be received in the
Procurement Office at the street address below prior to the deadline of Thursday, February 10,
2000, 5:00 P.M.,Local Time. It is the responsibility of the respondent to see that any submittal
sent through the mail shall have sufficient time to be received by this specified date and time.
Telegraphic, telephonic or facsimile (FAX) submittals will not be accepted.
SUBMISSION REQUIREMENTS: Copies of the solicitation document (SOQ10-00) are
