PURCHASE ORDER TO PROVIDE A DEDICATED COMMUNICATIONS DATA LINE FOR
UNITED STATES CUSTOMS (USCS) SERVICE.
RECOMMENDATION:
That the City Council authorize the Procurement Manager to issue a purchase order to
Qwest®Communications Corporation forthe provision of dedicated communications data
line service from the U.S. Customs office in Palm Springs to the U.S. Customs Data
Center in Virginia for a period of twelve (12) months at a monthly cost of$1,084 with a
total cost not-to-exceed $13,008.
BACKGROUND:
Last summer, U.S. Customs officials indicated that they were eliminating modem access
to their data base for security reasons. The Port Director for Palm Springs was able to
coordinate an extension with the USCS data center whereby they would allow Palm
Springs to continue to utilize modem access as long as possible due to the expense
involved in securing a dedicated line and the small size of the U.S. Customs Service
operation at Palm Springs. The data center agreed to give the City a minimum 30-day
notice as to the termination of modem access.
On Monday January 24, 2000, the U.S. Customs Data Center notified the Port Director
for Palm Springs that the modem access would be terminated as of February 29, 2000.
In preparation for this eventuality, staff had been working with the City's Information
Services Department to locate a data line service provider. Initial quotes were$1,700 per
month for the dedicated data line. However, Information Services, in working with
Procurement was able to locate additional service providers and reduced the cost to
$1,084 per month. Staff must now move ahead to get the data line up and running so we
do not experience any disruption in our ability to process flights. Without the dedicated
data line in place, U.S. Customs will not be able to process any international flights in
Palm Springs.
No general fund monies will be used for this service. Funds are available in the airport
budget in account#415-6250-43200.

I HEREBY CERTIFY that this Minute Order authorizing the Procurement Manager
to issue a purchase order to Qwest° Communications Corporation for the
provision of dedicated communications data line service from the U. S.
Customs office in Palm Springs to the U. S. Customs Data Center in Virginia
for a period of twelve (12) months at a monthly cost of $1,084 with a total
cost not-to-exceed $13,008, was adopted by the City Council of the City of
Palm Springs, California, in a meeting thereof held on the 161" day of February,
2000.
